Description
NAICS Code: 541990 The U. S. Environmental Protection Agency (EPA) intends to award a purchase order, using FAR Part 13 procedures, for development of a document of model evaluation techniques and approaches. The EPA's Atmospheric Modeling Division (AMD) periodically documents the performance of the Community Multiscale Air Quality (CMAQ) model as part of annual model releases, with most of the analyses being operational in approach. In addition, the Division regularly targets model predict issues and performs diagnostic evaluation tests to identify the cause of the problem and improve the model. Research is also ongoing to explore model evaluation approaches that consider the model's ability to simulate changes in air quality related to emission changes and also that consider the potential range of model predictions that may result from variations in model inputs or specifications. In addition to these activities described above, a broad array of model evaluation efforts is ongoing within the scientific community. A document is needed to incorporate and summarize ideas from all model evaluation activities within the scientific community and synthesize these ideas into more general presentation of a full suite of techniques and approaches that can help to provide comprehensive evaluation of air quality models. The document must present and describe the range of approaches and techniques that can be used to evaluate air quality models. The document should include standard approaches used internally by the EPA's Atmospheric Sciences Modeling Division, as well as additional approaches from the scientific community that futher expand the goal of comprehensive model evaluation. It must also explain what information the varied approaches provide. This work will require an individual with a strong background in air quality model evaluation who has the writing skills necessary to communicate effectively with scientific and management audiences. Additionally, experience in air quality management is need to address the impacts of model performance on air quality policy issues. Period of performance will be from date of issuance of the order through September 30, 2007.
