- NAICS Code: 541620 This is a sources sought notice for written information only. The Government does not intend to award a contract on the basis of this sources sought notice or reimburse the costs incurred by potential offerors in providing the information requested herein. In preparation for an upcoming procurement, the U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA), Indoor Environment's Division (IED) is conducting market research to determine potential sources for Fuel Efficiency and Emissions Testing, Training and Technical assistance, using FAR Part 13 -- Simplified Acquisition Procedures. The IED is in need of services to conduct fuel efficiency and emissions testing of improved home cooking and/or heating technology in a laboratory, and provide technical assistance and training in Asia, Africa, and Latin America to build local capacity to design and produce improved cooking and heating technology, which will reduce pollutant emissions. This requirement will focus on evaluating the technology being promoted, conducting stove design and performance training, and providing technical assistance to non-governmental organizations to improve the fuel efficiency, emissions, reliability, and safety of the technology, while maintaining its' affordability, based on findings. The North American Industry Classification System (NAICS) code for this procurement is 541620, with a size standard of $6.5 million. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is a request for interested potential offerors to submit a brief capability statement demonstrating how they plan to meet the above requirement. Submissions shall be limited to no more than five (5) pages. Standard brochures will not be considered as a sufficient response to this notice. The capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience conducting fuel efficiency and emissions testing, and stove design and performance training; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Contract Specialist Nicole Humphrey at humphrey.nicole@epa.gov no later than June 16, 2006, 4:00 p.m. EST. Based upon information currently available, the Government does not anticipate fulfilling this requirement through a small business set-aside. The method of competition will be determined after all responses to this notice have been evaluated.
