- The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to solicit on an other than full and open competition basis, for a web Based Browser in support of NAVICP Philadelphia, Mechanicsburg, and Norfolk. Request for Quote N00140-06-Q-2312 contemplates a Firm Fixed Price type contract for a base year of one year, with two 12-month options. The base year is 27 October 2006 to 26 October 2007. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Information Handling Services since they are the only source with the capability of satisfying the government?s requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 15 days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 541511 and the small business size standard is $23 million. Numbered note 22. All information provided over the web must be licensed for distribution to the user. Licensing of all information is required for two geographic sites: NAVICP Philadelphia and NAVICP Mechanicsburg. Licensing for NAVICP Norfolk is only required for the Haystack product. 3. Real time instantaneous availability of all information with full view, print, and download capability of all documents. 4. Usage statistics/metrics for users at all geographic locations, to include identification of products and specific documents accessed. Products: 1. Indexing, searching capability, and help screen for all web based data. 2. U.S. Military/Government Specifications.
