- Note: A pre-proposal conference/site visit will be held on 6 August 2006 from 1:00 3:00 p.m. local time at the Lima, OH, facility. The 2-story, state-of-the-art, administration type facility will include conference rooms, office space, presentation area, computer support, hospitality area, administration space including the Commander Suites, and lounge areas. Construction features inc lude reinforced concrete foundation and floor slab, structural frame, roof systems, masonry or pre-cast walls, elevator, storm drainage, communications, electric, HVAC, fire protection/alarm systems, IDS, force protection measures, paving, sidewalks, curbs , parking, access roads, exterior lighting, site improvements, grading and landscaping on Government-owned land in Lima, Ohio. This project will also include the construction of a new gatehouse/visitors center that complements the Command and Control faci lity. The gatehouse will be for pedestrians and will require turnstiles, waiting area, and an office. Three turnstiles will be government furnished and government installed. Demolition of two buildings will also be included in the contract. The total appr oximate square footage of the buildings that are to be demolished is 40,000 square feet. The contract duration is 540 days. The estimated cost range is between $10,000,000 and $25,000,000. The NAICS Code for this procurement is 236220. The basis for awa rd is the Tradeoff Process. The evaluation criteria for this project will be: 1) Experience of the Prime Contractor and the Design Contractor; 2)Technical Approach; 3)Key Personnel; 4) Project Management; 5) Past Performance of the Prime Contractor and the Design Contractor; Past Performance on Utilization of Small, Small Disadvantaged and Women-Owned Businesses; 6)Price; and 7) Pro Forma Requirements. Project documents will be available o/a June 19, 2006. The proposal due date is July 27, 2006 at 2:00 P.M . local time. Solicitation will be available by download from the Technical Data Solutions (FedTeDS) website only. No Compact Disk will be made available.
