Description
The Program Support Center Acquisitions Branch knows of only a single source capable of accomplishing this requirement and intends to award a fourteen (14) month simplified acquisition for Federal Occupational Health to the State of Ohio Environmental Protection Agency (OHEPA), Ohio Division of Environmental Services (DES). The proposed contractor demonstrates a unique and innovative concept not otherwise available to the Government. The OHEPA/DES is already providing logistical, sampling, and laboratory analytical support in an identical effort at two monitoring sites in the vicinity of Marietta, Ohio. Their existing collection effort will be combined with the proposed three additional sampling sites in support of the health study. The knowledge, manpower and laboratory support, and capability already exists within the OHEPA; existing alternatives, if any, will add additional variables/bias to the study (e.g., two different laboratories). The purpose of this requirement is to utilize that in-place logistical expertise and in-place laboratory analytical support provided by the OHEPA for the specific purpose of estimating monthly composite sampling levels for a heavy metals panel. The Government intends to solicit and negotiate with a single source under the authority of FAR 6.302-1. Interested parties capable of responding to the requirement may submit a capability statement specifically identifying their ability to accomplish this requirement. Responses are due within 10 days after publication of this notice. Responses shall be reviewed solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition following consideration of responses to this notice is solely within the discretion of the Government.
