Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Environmental Health and Biomolecular Research at Charleston (CCEHBR), Charleston, South Carolina, is issuing notice of intent to negotiate a sole source procurement with the South Carolina Department of Natural Resources. This procurement requirement consists of conducting research using contemporary laboratory genetic techniques and data analysis methods to: (1) determine the effectiveness and genetic impacts of red drum (Sciaenops ocellatus) stock enhancement efforts in South Carolina; and (2) examine the population structures of commercially and recreationally important, estuarine dependent southern flounder (Paralichthys lethostigma), Atlantic croaker (Micropogonias undulatus) and the reef-dwelling scup (Stenotomus chrysops). In addition, the requirement identifies that the contractor will conduct genetic and allied data analyses to examine stock and population structures of the identified fish species using established sampling designs, experimental protocols, and statistical tests to compare/confirm distinguishable genetic differences among the various stocks, including those enhanced by the introduction of hatchery-produced juveniles. The statutory authority is 41 U.S.C.253(c) (1), Only One Responsible Source. The applicable NAICS code is 541710. The size standard is not to exceed 500 employees. Interested parties may identify their interest and provide evidence of their capability to respond to this requirement by 2:00 p.m., EST, 06/08/2006. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
