Description
NASA requires technical support in the following key aerospace research, engineering and development areas: (1) Systems Test and Evaluation; (2) Space Science and Engineering; (3) Information Technology; and (4) Simulation, Modeling, and Operations Analysis. The tasks authorized under this contract will be within the scope of these areas which are defined as follows: (1) Systems Test and Evaluation: Independent quantitative performance evaluation of complex operational systems, evaluation of alternative and modified systems, and collection of requisite data; (2) Space Science and Engineering: Design, development, and prototyping of space systems and instruments; conducting space experiments; analysis and evaluation of space systems and space related data; and research, development, and utilization of systems that provide precision tracking, location, navigation, remote sensing, communication, characterization of the space environment, situational awareness, accurate discrimination, and targeting of objects; (3) Information Technology: Research, development, and assessment of command, control, communications, computers, information operations, surveillance, reconnaissance and information technologies; application of these technologies to wide area information management; operational evaluations and vulnerability assessments of current and planned systems; development of system architectures to improve the effectiveness and coordination of efforts being conducted over a wide area; and demonstration and testing of these systems; and (4) Simulation, Modeling and Operations Analysis: Development, verification, validation, and application of simulations, models and operations analysis techniques to determine mission effectiveness and performance assessment of current, planned and proposed systems. The general nature of the tasks to be performed in the aforementioned competency areas will be to conduct supporting research and advanced technology development designed to make contributions to space science, and space exploration. The Contractor shall assist NASA in the formulation and execution of its programs by providing NASA with technical advice, studies, and reports of investigations. Efforts undertaken by the Contractor in the performance of the assigned tasks which include technology transfer, partnering, and commercialization activities, shall seek to enhance the value and contribution of technology to the nation?s technological competitiveness, prosperity, quality of life, and other national priorities. NASA intends to purchase the services from the Johns Hopkins University Applied Physics Laboratory for a period of ten (10) years from the effective date of the contract. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(3), to maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution. More specifically, NASA requires that NASA-related essential capabilities be maintained, as authorized in FAR 6.302-3(b)(2)(i) for theoretical analyses, exploratory studies, or experiments in any field of science or technology, and 6.302-3(b)(2)(ii) for engineering or developmental work calling for the practical application of investigative findings and theories of a scientific or technical nature and also FAR 6.302-3(b)(2)(iii) Contract for supplies or services as are necessary incident to paragraphs (b)(2)(i) or (ii). The proposed contract action is for products or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-3. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 16, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
