Description
The Bureau of Public Debt (Public Debt) is assessing the market to gain information about the procurement of services for the off-site management and administration of the Inter-American Foundation Field Research Fellowship Program at the Doctoral Level, funding fellowships supporting one year of dissertation research in a country of Latin America and the Caribbean. In consultation with IAF staff, and in compliance with guidelines issued by the U.S. Office of Management and Budget in Circulars A-133 and A-110, the contractor shall manage and administer all phases of the Fellowship application process and a post-award international conference of Fellows, their academic review committee and IAF staff. The IAF also requires the responding business to be located within a fifty-mile radius of zip code 22203 in Arlington, VA. The IAF requests information from vendors who can demonstrate a record of successfully managing and administering a federal grant fellowship program, supporting research conducted outside the United States. Vendors are required to have at least five (5) years experience managing and administering such grant programs supporting research throughout Latin America and/or the Caribbean. Specifically, the vendor, in its submission of information must demonstrate successful experience with each of the following steps in the grant-making cycle: 1. Generating/adapting documents and forms; 2. Initiating responses to inquiries from the applicant pool at-large; 3. Logging applications, reviewing for technical compliance and notifying ineligible applicants; 4. Convening an academic review committee of recognized scholars in the applicants? fields and arranging all phases of the academic review (substantiate this with a description of up to 10 academic or peer review committees assembled over the past 10 years. Do not provide information that is older than ten (10) years.); 5. Tabulating results and drafting ?approval memoranda? listing principals and alternates; 6. Notifying unsuccessful applicants; 7. Arranging/processing disbursements through the appropriate entity; 8. Monitoring compliance of the disbursing entity; and 9. File storage, maintenance and closeout. Additionally the vendor must demonstrate at least five years of experience in making all arrangements for international academic conferences (see above). For the requirements of this RFI please also submit the following information: 1. The address of your business for verification of the fifty-mile radius limitation. 2. A statement of your business type, including size, GSA schedule number information (if applicable), and references (at least three including agency name, point of contact and phone number). Your response should be sent to treasprocurement@bpd.treas.gov no later than close of business on June 8, 2006. In your response, please reference RFI-FRF-2. Please notice that this information is being requested for information and planning purposes. The Government does not intend to award a contract based on the information provided or otherwise pay for the information requested. No additional information is requested at this time. Dependent upon the results of this market research, the Inter-American Foundation may subsequently issue a solicitation to acquire the appropriate services.
