Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia intends to acquire on an other than full and open competitive basis, development and maintenance of the Joint Event Scheduling System (JESS) in support of the Joint Deployment Center U.S. Joint Forces Command. The requirement is for twelve months of services, anticipated to commence 1 January 2007, with two (2) twelve-month option periods. The requirement of this acquisition focuses on the enhancement, support, and maintenance of the JESS application software by providing life cycle enhancement, software maintenance, database maintenance, and customer support. The instant requirement is being processed on the basis of Other than Full and Open Competition, sole source to Dynamics Research Corporation (DRC) under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. DRC is considered the only responsible source capable of providing the required support and additional development for USJFCOM, as this firm has been responsible for the development, deployment and maintenance support and on-site systems engineering support of JESS from its inception through the current Version 3.0. DRC is the sole developer of JESS and as such has the prerequisite knowledge of the application programming to modify and enhance JESS to include functionality required to meet the current USJFCOM mission. All other sources may submit documentation for consideration regarding their ability to provide the required services, as well as financial and technical information. A determination made by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be forwarded to FISC Norfolk Contracting Department Philadelphia, 700 Robbins Avenue, Building 2B, Philadelphia, PA 19111-5083, to the attention of John D. Favata, Code 270.2E, and reference control number 2006-2096. The placement of an Indefinite-Delivery, Indefinite-Quantity type contract with Cost Plus Fixed Fee provisions is contemplated. The applicable North American industry Classification (NAICS) code and small business size standard are 541511 and $21M, respectively.
