Description
The scope of work is to provide all labor, safety controls,transportation, materials, equipment and supervision necessary to perform interior and exterior painting, surface preparation on previously painted and unpainted buildings, application of new paint, taping and spackling work, replacement of caulking and puttying, repair of flashings/sheet-metal, repair of concrete cracks and spalls, cutting/trimming of trees and shrubs (obstructing performance of work), painting of pavement markings, and incidental related work at various military facilities on Guam. This project is being solicited as a Competitive HubZone Set-Aside and is limited to HubZone firms certified for participation in the HubZone Program. All other firms are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 238320. Acquisition will be conducted utilizing source selection procedures and will result in award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum guaranteed amount of $25,000. Evaluation of proposals will be based on price and non-priced criteria stated in the solicitation, with contract award to be made to the offeror submitting the lowest priced technically acceptable proposal to the Government. The solicitation will be issued on or about 16 June 2006. Proposals will be due on or about 17 July 2006 at NAVFAC Marianas at the time specified in the solicitation. The contract includes a base performance period of 12 months and four 12 month option periods. A pre-proposal conference and site visit is planned on or about 23 June 2006, although more specific information regarding the conference will be included in the solicitation. In accordance with Federal Acquisition Regulation 5.102(a)(1), availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil . All prospective offerors and planholders must register as planholders on the website in order to receive a copy of the solicitation. The official planholder?s list will be maintained on and can be printed from the websites. The Government will NOT provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), e-mail address and type of business (large, small, small disadvantaged, women owned, etc.). Notification of any amendments to the solicitation will only be made on the ESOL website for any posted changes. It is the sole responsibility of the offeror to continually view the websites for any amendments issued to the solicitation.
