Description

This procurement is for one solicitation, structured as a Multiple Award Construction Contract (MACC) for Design/Build Mechanical/Electrical contract resulting in the award of four Indefinite Delivery/Indefinite Quantity (IDIQ) construction contracts for a base year and four Option years. The work will consist of construction, renovation, alterations and repairs and/or replacement of Mechanical and Electrical Systems for Buildings and facilities. Each contract shall be awarded with a minimum guarantee of $25,000 applicable to the life of each contract. The total 5 year (base year and four option years) estimated construction costs for all four IDIQ contracts is not-to-exceed $50,000,000. After award of the initial contracts, the four successful offerors will compete for task orders based on using one of these three processes: Best Value to the Government using trade off processes, or Low Price, or Low Price Technically Acceptable. The estimated dollar range of task orders to be issued is $25,000 - $2,500,000. The work will consist of Mechanical and Electrical Construction projects falling under NAICS Code Sectors 238220 Mechanical/Electrical Contractors. The size standards are $13,000,000 for NAICS Code 238220. Contractors who certify themselves as small businesses must be small businesses in the NAICS codes. One of the contracts will be awarded to a qualified 8(a) firm and one to a qualified HUBZone, provided an acceptable proposal is submitted, price and technical factors considered. The remaining two contracts will be made to the firms considered to be the Best Value and will be competed UNRESTRICTED.
