Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communication Requirements Division (SCRD), Webster Field Annex is surveying the commercial vendor community for all interested parties in the intended procurement of a Commercial Off The Shelf (COTS) Very High Frequency (VHF) and Ultra High Frequency (UHF) TV Transmitter. The VHF Transmitter must be capable of providing 1000 watts peak visual output power and be frequency agile, enabling the selection of any Band I or Band III analog TV channel while meeting the following characteristics: Operate in temperatures of 0 to 40 degrees Celsius, withstand relative humidity of at least 95 percent, provide 3 phase power consumption of no more than 5kW at 0% APL, be no larger than 56?H x 19?W x 31?D, and weigh no more than 350lbs. However, no single assembly may be larger than 6 RU (10.5?H) or exceed 110lbs. The equipment must transmit Systems M/N, B/G, D/K, I, or L with NTSC, PAL, or SECAM color and cover output frequencies from 47-88MHz and 174-230MHz. The transmitter?s frequency stability must be within +/- 1kHz, spurious products can be no more than -50dB, Inter-modulation (IM3) must be -52dB for in-band products, and -40dB for out-of-band products. Across each frequency band and without adjustment, differential phase must be less than +/- 10 degrees, differential gain can be no more than 10 percent, envelope delay must fall within +/- 50ns of the selected TV system curve, and video frequency response will be within +/- 1.5dB at 4.0/5.0/6.0 MHz bandwidths. Output power stability shall be sustained within +/- 0.5dB and RF regulation at or below 3 percent. The signal to noise and hum and noise ratios must be 50dB or better. A minimum aural power of 16 watts is required for this system with audio frequency response within +/-1dB, audio harmonic distortion at 1% maximum and FM noise no greater than -50dB. The UHF Transmitter must also be frequency agile providing selection of any analog TV channel between 470 and 800MHz using Laterally Diffused Metal Oxide Semiconductors (LDMOS) in the intermediate and final amplification stages. The transmitter should meet all of the following characteristics: Operate in temperatures of 0 to 40 degrees Celsius, withstand relative humidity of 95 percent, be no larger than 35?H x 19?W x 30?D, and weigh no more than 235lbs. However, no single assembly may be larger than 6 RU (10.5?H) nor exceed 110lbs. With a maximum 3 phase power consumption of 5000 watts at 0% APL, the unit must be capable of 1000 watts peak visual output power transmitting Systems M/N, B/G, D/K, I or L with NTSC, PAL, or SECAM color. Frequency stability will be within +/-1kHz, spurious products better than -50 dB, Inter-modulation (IM3) must be -52dB in band, and -40dB out of band and harmonic radiation of no greater than -50dB. Across the frequency band and without adjustment, differential phase must be within +/-10 degrees, differential gain may not be greater than 10 percent, envelope delay should meet the curve designated for the TV system selected +/- 50ns, and frequency response for video will be held at +/- 1.5dB for the 4.0/5.0/6.0 MHz bandwidths. Output power stability shall be maintained at +/- 0.5dB with RF regulation at or below 3 percent. The signal to noise ratio and hum and noise ratio must exceed 50dB. A minimum aural power of -13dB relative to peak visual is required for this system with an audio frequency response at less than +/-1dB, audio harmonic distortion at 1% maximum, and FM noise no greater than -50dB. Both transmitters must be rugged and mobile enough for operation anywhere in the world via ground, sea, or air transportation. All AC and high current DC power connectors will be Industry Standard or Military Specification utilizing proper pin orientation (power on female jack only). All multi-wire control type harnesses will be terminated with positive locking connectors (i.e. threaded circular Mil or screw lock D-Sub). There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. It is the potential offertory?s responsibility to monitor this site for the release of any follow-on information. This is a Sources Sought, and feedback from industry is also sought on our requirements as stated in this synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP). Interested parties are requested to submit a capabilities statement of no more than 5 pages in length, and demonstrate their ability to provide the requirements listed above. All data received in response to these sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government.
