Description
PROJECT: Upgrade of Barracks Buildings 645, 646 and 648. LOCATION: Presidio of Monterey, Monterey County, California. TYPE OF AWARD: This acquisition is proceeding as an Unrestricted Request for Proposal (RFP). Large businesses competing for this project must comply with the FAR 52.219-9 Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are: 51.2% for Small Businesses; 8 .8 for Small Disadvantaged Businesses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Service Disabled Veteran Owned Small Businesses. Estimated cost range is between $10,000,000.00 to $25,000,000.00. This procurement wi ll be conducted under FSC Code: Z199; SIC Code: 1522; NAICS Code: 236220. The small business size standard for this code is $31,000,000. Information about the time and location of the site visit/preproposal conference will be found in Section 00100 of th e solicitation, clause 52.236-27. JOB DESCRIPTION: Renovate Barracks Buildings 645, 646 and 648 (1985-1988 vintage) in order to bri ng them up to a modified 1+1 configuration. Work entails the reconfiguration of 44 existing rooms (in each building) to provide suites of two semi-private sleeping rooms and one private sleeping room, each with its own built-in closet(s). The reconfigu ration will provide one shared bath and service area and one private bath and service area. Work also includes replacing interior wall finishes, replacing ceilings, replacing flooring, installing/replacing lighting throughout each building, upgrading the HVAC system, replacing the plumbing system, upgrading the electrical system, installing/replacing the fire detection system and installing a new fire sprinkler system. The RFP for this project will be issued on or around 15 June 2006 and offers are an ticipated to be due on or about 20 July 2006. Plans and specifications will not be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Acc ess to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBi zOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, but text as follows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will req uire prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the IFB documents.
