- 1. SUBJECT. Purchase Order for Paper-to-CADD (Computer-Aided Design and Drafting) Drawing Conversion. 2. CONTRACT INFORMATION. A purchase order will be awarded for converting approximately 151 paper drawings to MicroStation CADD files. These drawings are for the Bonneville Second Powerhouse. This announcement is limited to small businesses, with a pref erence for small, woman-owned businesses. 3. PROJECT INFORMATION. The Government will provide electronic files of approximately 151 drawings in TIFF format. The work shall consist of redrafting those drawings to MicroStation format and delivering electronic files of the drawings via the Contrac tors file transfer protocol (FTP) site. 4. SELECTION CRITERIA. Selection for this purchase order will be based upon the lowest price for a Contractor who meets the minimum technical qualifications. The technical qualifications are shown below, along with the minimum requirements. a. Technical Capability/Experience. (1) Experience. The offeror shall indicate experience in redrafting paper drawings into CADD MicroStation format. A minimum of one year experience of converting drawings shall be demonstrated with a minimum of six months in converting drawings in Micro-Station format. (2). Technical Capability. The Contractor shall have an FTP site capable of sending and receiving drawing files. They shall have the computer equipment and software necessary to prepare CADD drawings in MicroStation Version 8 format. b. Past Performance. Past performance on contracts with Government agencies and private industry shall demonstrate cost control, quality of work, and compliance with performance schedules. A minimum of three references from past contracts shall be provided with the name, position, and telephone number of a person that can be contacted regarding the job. As a minimum, three past contracts must have been performed satisfactorily, according to the customers reference person. 5. PRICE PROPOSAL. Request for quotation. Technically qualified/lowest price will be the deciding factor for this purchase order.
