- Description
- The contractor shall provide all qualified personnel, equipment, tools, materials, supervision, and other items necessary to perform contracted services, unless specified as provided by the Government. Contractor tasks include: Provide support to manage and perform key logistical aspects of receiving, reconstitution, maintenance, repair, positioning, and shipping to assist with the United States Air Force Expeditionary Operations School (USAFEOS) support of, but not limited to, executing EAGLE FLAG exercises, Contingency Skills Training, Phoenix Raven, and Office of Special Investigation?s Advanced Deployment Operations Course for Lakehurst NAES, McGuire AFB and Fort Dix, NJ. The contractor shall provide qualified personnel to complete the set-up and tear-down of the exercise area, provide shuttle bus service, hazardous material handling, supplying, and reconstitution, continuous maintenance and repair of exercise equipment including, but not limited to, shower/shaves, field deployable latrines, water buffalos, boilers, ISU containers, light carts, generators, electrical equipment, fuel bladders, 463 pallets, pumps, and miscellaneous exercise equipment in accordance with commercial standards and the Statement Of Work. This is a commercial acquisition. This solicitation is a request for proposal and is issued as 100% Small Business competitive under Standard Industrial Classification (SIC) code 8742, NAICS code is 541614 and the related Small Business Size Standard is $6 million. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The proposed performance period is a Base Period from 1 October 2006? 30 September 2007 with a transition period of 15 September to 30 September 2006 at the contractor?s expense, and four one-year options. A pre-proposal conference and site visit is tentatively scheduled for 30 June 2006. If planning to attend the site visit and in order to ensure access to Lakehurst NAES, McGuire AFB, and Fort Dix, prior coordination with 305th Contracting Squadron is mandatory no later than 3pm on 28 June 2006. Additional information and instructions for the site visit will be provided in the solicitation. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award. Solicitation will be issued on or about 16 June 2006. Due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS) Website at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the EPS website to: Department of the Air Force (USAF) Offices, Air Mobility Command Locations, and 305th CONS McGuire AFB, NJ. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to this solicitation. All responsible sources may submit a proposal, which will be considered by the agency. All prospective offerors interested in submitting a proposal on this solicitation must have a Commercial and Government Entity code (CAGE code). AFFARS 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. The ombudsman may not serve as an advocate for any party. (b) Before consulting with an ombudsman, concerned parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen.
