- REQUEST FOR INFORMATION ? The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to procure Environmental Consulting Services to provide support to the Damage Assessment, Remediation, and Restoration (DARRP) Natural Resource Damage Assessment (NRDA) effort under the applicable laws and regulations, including Executive Order 12580, the Federal Water Pollution Control Act (FWPCA or Clean Water Act, 33 USC ? 1251), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or the Superfund Act, 42 USC ? 9601), CERCLA NRDA regulations (43 CFR Part 11) and the National Oil and Hazardous Substance Contingency Plan (NCP,40 CFR Part 300), the Oil Pollution Act of 1990 (OPA, 33 USC ? 2701), OPA NRDA regulations (15 CFR Part 990), the National Marine Sanctuaries Act (NMSA), or any other laws and regulations associated with the conduct of NRDA. NOAA has statutory authority to minimize injuries to natural resources by working with lead agencies during cleanup actions, to assess injuries to coastal and marine services from spills and releases of hazardous substances and oils as well as groundings and from such related threats (referred to as ?incidents?), recover damages from polluters, and protect and restore those injured natural resources and services. DARRP acts on behalf of the public to protect and restore NOAA?s natural resources and services by assessing risk and injury, ensuring protective cleanup actions, and conducting NRDAs. The ultimate goal of an NRDA is to determine the appropriate type and amount of restoration to compensate the environment and public for injured natural resources and associated lost services as a result of incidents. The purpose of this requirement is to support DARRP?s capability to evaluate the effects of hazardous substance releases, oil discharges, and other impacts (physical effects in National Marine Sanctuaries) as they relate to the natural resources and associated services of interest to NOAA. The services to be procured include the following: 1) Development of a defensible strategy for documenting and quantifying injury, and evaluating and scaling restoration alternatives; 2) Identify and assess alternative strategies and options; 3) Plan specific projects; 4) Implement and manage the projects to ensure that they are consistent with the overall case strategy, project objectives, and standards of performance; 5) Facilitate interaction among scientific (natural sciences, economics, and resource restoration) disciplines and between legal and scientific perspectives by coordinating or leading conference calls and meetings, and proactively managing the effective interaction of studies towards a common goal/purpose; and 6) Proactively coordinate the interaction and communication between natural resource agency trustee representatives and project stakeholders. The required services are further detailed in the accompanying Statement of Work entitled ?Damage Assessment, Remediation, and Restoration (DARRP) Natural Resource Damage Assessment (NRDA) Effort?, dated May 1, 2006. Award of a five (5) year Time and Materials contract is contemplated. It is NOAA?s intent to procure the Environmental Consulting Services using GSA Federal Supply Schedule 899-1 with a particular interest in small businesses that can provide the required services. The North American Industry Classification System (NAICS) Code is 541620. Interested firms, with the capability to provide the required services, are invited to provide a written and electronic response to this request no later than June 16, 2006, addressed to: Sandra K.
