Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD), on behalf of the Nanoscale Metrology Group, Scanning Electron Laboratory, intends to negotiate, on a sole source basis, with E. Fjeld Co, Inc. of North Billerica, MA, for the purchase of a Laser Interferometer Stage. The mission of the Nanometer-Scale Dimensional Metrology Group (Precision Engineering Division) is to provide the foundation of dimensional measurement that meets the needs of the U.S. industrial and scientific communities by conducting research in dimensional measurements, developing measurement methods, providing measurement services and disseminating the resulting technology and length-based standards. The acquisition of a second laser interferometer sample stage is necessary to realize traceability on the dimensional measurements done with the FEI Dual-beam scanning electron microscope (SEM). Purchase Order Number SB1341-03-N-1895 was awarded, in September 2003, to FEI Company under full and open competition, for the purchase of a NOVA 600 NanoLab No Charge (LoVac) Dual Beam System with a Laser Stage. This instrument incorporated advanced laser interferometry in the specimen stage to accurately track the X and Y motion of the stage. FEI Company subcontracted with E. Fjeld Company to build the laser stage. FEI and Fjeld collaborated and shared technology to modify Fjeld?s commercial laser stage. The result was a laser stage that integrated with the scanning electron microscope manufactured by FEI. The equipment being procured, a Lasertrace 50 Laser Interferometer Controller X-Y Stage, is a drop in replacement for the existing laser stage. It must integrate into the SEM, be 100% interchangeable with the existing stage, and provide the identical tests and data as the existing stage. Sole source determination is based on the following: The existing equipment and the upgrade are commercial items. Fjeld has developed the technology and has proprietary rights to that technology. The upgrade must be hardware and software compatible with the existing equipment. The existing equipment and technology are proprietary to Fjeld. Fjeld has no distributors, therefore, they are the only source who can provide this equipment. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by June 15, 2006, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
