Description
The NATO International Military Staff (IMS) intends to advertise for International Competitive Bidding (ICB) in support of the activities of the NATO Standardization Agency (NSA). Eligible firms will be invited to bid to provide consultancy support for the migration of the NATO Standardization Program (NSP) application and database from Oracle RDBMS to MS SQL Server. It is the intent of the IMS to conclude a firm, fixed price contact for this work. The estimated value of this contract has not been provided. The scheduled contact period is from October 2006 to 31 December 2006, with the possibility of four one-year extensions for further maintenance. The reference for this project is IMSTAM(FC)-0047-2006 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIB-NSA-2006-NSP. SCOPE OF PROJECT The NSA hosts on its INTRANET (MINERVA) Secret Server the NSP WEB application written in ASP and using an Oracle backend database. The database is hosted on a different server (NHQC3S RIP Server). As NHQC3S staff will stop supporting the RIP server, it is necessary to migrate the existing ORACLE Database to the NSA MINERVA Server. NSA does not own/maintain any ORACLE license, but only MS SQL Server ones, so a migration to MS SQL Server RDBMS is required, including change of the ASP WEB Application code to stop using Oracle specific tools, utilities and Oracle related procedures. The requirement is to support the NSA with perfective an adaptive maintenance on the NSP for the next five (5) years. Bids must comply with the General Contract Conditions and with the Technical Specifications, but additional options suggested by contractors will also be considered. Firms may request a copy (PDF) of these two documents from the U.S. Department of Commerce by sending an email message to Lcarpent@bis.doc.gov ELIGIBILITY The consultant(s) should be experienced in similar tasks, with working experience on NATO projects. It is possible for different consultants to perform the specific tasks for different phases of the project. The consultant(s) must posses the following: - At least three years knowledge and working experience with SQL server, Windows 2000 server, Oracle RDBMS, Windows 2003 server, IIS6, ASP, VBScript, HTML, WEB, and SQL server application security - Working experience on migrations similar to the ones included in this project - Strong oral, written, and interpersonal skills CVs giving evidence of the required expertise and qualifications should be submitted with the bid as part of the Technical Specifications. The consultant(s) involved with the project must have a NATO Secret clearance. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. IMPORTANT DEADLINES 1. Deadline for Nominations to the Bidders List: 30 June 2006 2.
