Description
This is a combined synopsis/solicitation for the commercial item identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. This solicitation number is 3K45-NW-104 and is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-09. The North American Industry Classification Code (NAICS) is 334111. The U.S. Department of Agriculture in Beltsville, Maryland intends to procure an upgraded replacement for an existing Andor EMCCD hyperspectral reflectance and fluorescence imaging system, the new EMCCD system will be utilized as an upgraded replacement for the existing Andor hyperspectral imaging system and will also be used to build a prototype hyperspectral on-line inspection system for developing spectroscopic imaging techniques for food safety inspection of fruits and vegetables. A scientific grade EMCCD with a minimum of 30 MHz data acquisition rate is needed to provide sufficient spatial resolution using the system in a push-broom configuration for image acquisition for a prototype on-line fruit inspection imaging system. Other unique features pertinent to Ixon EMCCD system with V8E ImSpector imaging Spectrograph include: Hard metal-metal Vacuum Seal: unequalled cooling performance (-90 C), complete protection of the sensor from moisture and condensates, no convection-no moisture on outside window, and enables one window design (no O-rings). One window design: Higher throughput of photons to sensor, and use of c-mount magnifying lens without image curvature. Double sided AR-coated window, minimal photon loss. User programmable vertical clock speeds: Maximum frame rate, and shorter exposures without smear. Programmable Remote Control: Control detector functions from anywhere around the optical set-up. Built-in shutter: Easily record reference dark images, ideal for background optimization. Comprehensive and Intuitive Imaging Software: ADK and third party hardware control including laser, shutters, stages, filter wheels and more. Push-broom hyperspectral imaging applications. Andor?s SDK was used to develop PC interface for the existing camera systems integrated with the hyperspectral and multispectral laser induced fluorescence imaging systems and the proposed on-line prototype inspection imaging system interface can be developed based on the existing interface platform. This solicitation incorporates the following FAR Clauses, provisions and addendums: 52.204-3, Taxpayer Identification; 52.204-6, Data Universal Numbering System (DUNS); 52-204-7 Central Contractor Identification; In Paragraph (b) of 52.212-5 the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-34, 52.222-35, 52.222-37, 52.225-3, 52.225-13, 52.232-34 and 52.222-70. 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations and Certification-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Faxed quotations are acceptable to the attention of Nancy Woodhouse at Fax Number 301-504-8696 on or before June 16, 2006. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The anticipated award date is June 19, 2006. All responsible sources may submit a quotation which shall be considered by the U.S. Department of Agriculture.
