- I. DESCRIPTION OF REQUIREMENT A. Summary of Required Services Required services are more completely described in the solicitation and are available upon request. Please contact Robert K. Moore, robert.k.moore@usps.gov. B. Statement of Objectives In order to improve and enhance its supply chain capabilities through proper matching of Postal operational requirements with transportation carrier service offerings, USPS seeks supplier(s) to provide one-way within the continental United States for routes selected by Area Distribution Networks (DN) offices or by Headquarters Network Optimization (NO). Required one-way includes: Live load/unload or drop-and-hook operations at required service points within USPS; Scheduled or on-call services between those service points; Provision of tracking modules on fleet equipment to support utilization analysis; Sufficient latitude for additional trips to cover peak season quantities for varying commitment periods; Full compliance with client trailer specifications and quantities; and, Leveraging volumes across areas, thereby achieving optimal rates for USPS. Upon receipt of proposals, a determination will be made whether to issue one or more contracts with a national or regional scope. Alternative contract lengths will also be evaluated based upon supplier responses. Final award decisions will be based upon technical and price proposals evaluations, plus the Contract Officer?s determination of best value for the USPS. It is anticipated that specific one-way requirements and resulting objectives will change over the life of this contract if a longer term is selected. This may result in the USPS modifying this contract to incorporate in-scope changes. C. United States Postal Service Representations The USPS may reject any or all responses to this pre-qualification notice, and may waive informalities and minor irregularities in responses received. NO SOLICITATION EXISTS. This synopsis is published in order to identify and determine pre-qualified suppliers for the purposes of participating in a competitive acquisition. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. II. PRE-PROPOSAL CONFERENCE A pre-proposal conference will be conducted on June 5th, 2006. The pre-proposal conference will encompass: I. An overview of the total requirement for the solicitation, which will include a solicitation for over 1000 lanes/segments of indefinite-delivery and indefinite requirements for one way mail transportation. This overview will also discuss the definition of frequencies and schedules for origin and destination pairs. II. The term of the contract will be discussed at the conference. Also the general contract structure will be discussed, but not in full detail. III. Suppliers will be advised of the accepted approaches they can take in submitting their bids. Suppliers will be informed that they will be able to provide alternate proposals for services, as well as group them for consideration as a winner-takes-all bid. THIS IS NOT A SOLICITATION
