Description

The Naval Air Systems Command, Air Combat Electronics Program Office (PMA 209) intends to award a Sole Source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Harris Corporation for engineering, logistic and program management services for development, production, and support of the Fiber Channel Network Switch (FCNS). This contract will be a base plus four option periods, under which Time and Materials task/delivery orders will be procured. The task orders will support the following types of FCNS related services: (1) Concept exploration, design, and feasibility studies in support of new applications for the FCNS; (2) Hardware design, development, integration, documentation, and pre-production fabrication; (3) Reliability, maintainability, and logistics engineering; (4) Program management, systems integration, and oversight; (5) Logistics and repair support, and obsolescence management; and (6) General scientific and engineering investigations/studies. This Sole Source award to Harris Corporation will be made under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Harris Corporation is the sole designer, developer and manufacturer of the (Navy qualified) FCNS and own all proprietary data associated with the FCNS. As such, Harris Corporation has the requisite knowledge, experience and technical data to perform the required tasks.
