- This is a Request for Information (RFI). HQ AMC/A3KRS is conducting market research to identify air ambulance companies that are accredited by the Commission on Accreditation of Medical Transport Systems (CAMTS) and capable of transporting a minimum of four litter patients on the same aircraft, to possible multiple destinations within the CONUS (to include Alaska and Hawaii). Mission taskings would be ?as necessary?; a minimum/maximum number of missions cannot be guaranteed. These missions would be on behalf of the United States military, more specifically, Global Patient Movement Requirements Center (GPMRC), based out of Scott Air Force Base, IL. We are required to conduct market research as part of acquisition planning. Please provide the following information and any other information you think might be helpful in the procurement of this service. 1) DESCRIBE AVAILABLE AIRCRAFT AND CAPACITY (include aircraft type, passenger seats or cargo, and include weight capacity): __________________________________ 2) IS YOUR COMPANY ACCREDITED BY CAMTS? ________________________ 3) APPROXIMATE PRICE RANGE PER GREAT CIRCLE STATUTE MILE (GCSM)?________________________________________________________________ 4) APPROXIMATE PRICE RANGE PER HOUR FOR EACH LEVEL OF MEDICAL PERSONNEL (DEFINED BELOW)?_______________________________________ Aeromedical Crew Member (ACM). An ACM is a person trained to one of the levels below who is a care provider of aeromedicine. An ACM involved in patient care shall not serve simultaneously as a required pilot or flight crew member of an air ambulance during aeromedical flight operations. The aircraft becomes a patient care unit specific to the needs of the patient. Medical staffing and retrofitting of medical equipment shall be commensurate with patient requirements. There are patients in stable condition who may require only one medical professional of at least an ACM Level-1. Additionally, there are specialized missions requiring ACM Level-4 staffing. Aeromedical Crew Member (ACM Level-1). The ACM Level-1 shall include the knowledge and skills identified by the objectives contained in the EMT-A DoT. Additional training will be accomplished as described in the 1986, DoT "Air Ambulance Guidelines". Aeromedical Crew Member (ACM Level-2). The ACM Level-2 shall possess all of the knowledge and skills required of an ACM Level-1 and additional training will be accomplished as described in the 1986, DoT "Air Ambulance Guidelines". Aeromedical Crew Member (ACM Level-3). The ACM Level-3 shall possess all of the knowledge and skills required of an ACM Level-2 and additional training will be accomplished as described in the 1986, DoT "Air Ambulance Guidelines". Aeromedical Crew Member (ACM Level-4). The ACM Level-4 shall be a licensed physician with additional aeromedical oriented educational experience in the following areas: AHA-ACLS, ATLS, altitude physiology, and on-board treatment modalities. Respiratory Therapist. A Respiratory Therapist shall be currently credentialed by the National Board of Respiratory Care and must have at least two years of current experience in critical respiratory care with emphasis on ventilators. Must have current CPR provider certification and have successfully completed a course in Altitude Physiology, Aircraft Fight Safety, and Communications. This agency has not made a final commitment to procure the stated requirement and this RFI should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This agency is interested in obtaining responses to this RFI from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, the Air Force will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of the Air Force and will not be returned.
