- The Bureau of Bureau of Alcohol, Tobacco, Firearms and Explosives ATF has a requirement for a Blanket Purchase Agreements BPA covering a five year period that will be available for placing orders for Kodak products. Interested offerors should submit a response by June 7th 3:00 PM EDT. Award will be based on meeting the technical specifications listed on an All or None basis. Items cannot be substituted because the manufacturer will not honor the warranty of the machinery. Also any contractor that submits a proposal must be an authorized Kodak dealer. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring products on an as-needed basis. Prices are Firm Fixed Price. There is no minimum or maximum guaranteed quantity. All orders must be acknowledged by the selected vendor in order to be retained on the ATF BPA calling list. The following Federal Acquisition Regulation FAR clauses and provisions are incorporated and are to remain in full force and effect: FAR 52.212-1, Instructions to Offerors ? Commercial Items Jan 05, 52.212-2, Contract Terms and Conditions Commercial Items Required to Implement Statutes or Executive Orders Commercial Sep 05. Each offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification - Commercial Items with its proposal. A copy of the Offeror Representations and Certifications-Commercial Items, FAR 52.212-3, can be found at http://www.acqnet.gov/far/current/html/52_212_213.html. The representations and certifications must be included with the offeror?s proposal and the fill-in entries must be completed in order for the offer to be eligible; those that are not applicable should be annotated by entering N/A. The NAICS is 423420. The quantities are only estimates but will be used to determine low cost over the 60 month period. Award will be made to the offeror based on technically acceptable low cost for the government. Provide yearly unit price multiplied by the estimated quantity to obtain the estimated prices per line item. Add all ten line items per year to determine estimated yearly price. Add all estimated yearly price to determine 60 month price estimate. The Government contemplates and indefinite delivery and indefinite quantity BPA for 60 months using commercial item procedures in FAR Part 12. This is a Total small business set aside.
