- Defense Supply Center Richmond (DSCR) intends to award a performance based contract for all compressed gases and cylinders under FSCs 6830 and 8120, excluding ozone depleting substances (ODS). The solicitation will be issued as a 100% Small Business Set-Aside. This acquisition satisfies Base Realignment and Closure Commission?s recommendation No. 175, which directed DSCR to privatize the supply, storage and distribution of compressed gases and cylinders. The type of contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Fixed Price with an Economic Price Adjustment (EPA). The ordering period will include a 5-year base period and one 5-year option period for a total of 10 years. The Government may add NSNs under these FSCs during the contract period to include newly developed gases and/or cylinders, replacement NSNs, items with no current anticipated demand (if a demand materializes), and items currently managed by the military services in wholesale or retail inventories. The contractor will be responsible for integrated support for all of DLA?s customers, including worldwide support through customer direct shipments. The contractor will be responsible for comprehensive management of compressed gases and cylinders including but not limited to, planning/forecasting, order processing and fulfillment, procurement/purchasing, inventory management, quality control, obsolescence management, data management/delivery, customer support services, management of Government furnished cylinder pool, warehousing, packaging, packing, transportation, disposals and material returns. The contractor will improve material availability response times and reduce the logistics pipeline. The government will eliminate stock levels maintained at all of its CONUS storage locations. Some of the assets may be transferred to the Contractor as Vendor Managed Inventory; the contractor will attrite the DLA inventory and replenish with contractor-purchased inventory.
