NOTICE of INTENT: R - Professional, Administrative, and Management Support Contact Elizabeth Ball, Code 0271EB, via email or FAX only (elizabeth.ball@navy.mil; FAX 843-218-5807). Description: Space & Naval Warfare Systems Center (SPAWARSYSCEN) Charleston intends to negotiate a SOLE-SOURCE modification with Northrop-Grumman Information Technology ("NGIT"), Inc., Defense Enterprise Solutions, 7575 Colshire Drive, McLean, VA 22102, to their Contract N65236-06-D-7173 to (1) seek/evaluate/install E911 capability with Navy Emergency Response Management System ("NERMS") in Navy Region Southeast (NRSE), and (2) perform ELMR (Enhanced Land Mobile Radio)-to-NERMS proof-of-concept testing in Navy Region Northwest (NRNW). Contractor will research existing software and hardware upgrade issues to provide most compatible E911 system. Contractor will conduct extensive site surveys to obtain information that cannot be collected via telephone or without substantial site condition and architecture knowledge. Contractor will research and identify best practices for ANI/ALI implementation, conduct site surveys, and recommend solutions regarding overall NRSE telecommunications architecture. E911 interfaces include Automatic Number Identification/Automatic Location Identification (ANI/ALI) information and Text Telephone (TTY) and/or Telecommunications Device for the Deaf (TDD) abilities. After review and approval, contractor will procure, install, and test switch hardware and software. Modification will authorize early procurement of some Mobile Data Units, GPS units, and data-enabled radios under existing contract. Since there are some architectural differences between the SW and NW regions, this modification will also provide installation of some support hardware and software at the NRNW Regional Dispatch Center (RDC) to support ELMR-with-NERMS testing. Test plans, test reports and training are required. Interfacing with NGIT into the NGIT NERMS system is extensive and required. This Notice of Intent IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
