- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. A written solicitation will be available upon request by emailing victoria.cook@navy.mil. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00189-06-Q-P660. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-06 and DFARS Change Notice 20050930. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This is a 100% Small Business Set-Aside. The Portsmouth Naval Shipyard FISC Norfolk Annex, Portsmouth, NH requests responses from qualified sources capable of providing: Motel accommodations iaw the following specs: MINIMUM SIZE OF LIVING AREA IS 250 SQUARE FEET, EXCLUDING THE BATHROOM/ FACILITIES AREA, BALCONIES AND CLOSETS; ROOM MUST PROVIDE SANITARY, CLEAN, SAFE AND WELL MAINTAINED LIVING CONDITIONS; MINIMUM FURNISHINGS ARE ONE DOUBLE BED, TWO PILLOWS, ONE BLANKET, ONE BEDSPREAD, ONE FULL DRESSER, ONE COMFORTABLE CHAIR, NOT TO BE CONSTRUED AS A DINING CHAIR, BUT FOR TELEVISION VIEWING AND COMFORT, CLOSET OR CLOTHES HANGING SPACE, A TABLE OR DESK SUITABLE FOR WRITING, ADEQUATE LIGHTING SUCH AS ONE LARGE OVERHEAD LIGHT AND A TABLE LAMP; PRIVATE BATH WITH SHOWER, TUB, TOILET AND SINK. A SHELF FOR TOILETRIES AND CONTINUOUS HOT WATER WITH ADEQUATE PRESSURE (20?30 PSI); TO BE FREE OF RUST, CRACKS, ETC. IN THE PORCELAIN AND THE SURROUNDING AREA. CEILING MUST BE FREE OF DAMAGE (CRACKS, BREAKS, ETC), ANTI-SLIP TUB/MATS. ONE GROUNDED OUTLET TO BE LOCATED IN THE SINK AREA; CLEAN, CARPETED ROOM. TO BE FREE OF INSECTS, DIRT, ETC. TO BE SHAMPOOED ATLEAST EVERY 2 MONTHS OR LESS AND VACUUMED BY DAILY HOUSEKEEPING SERVICES AS REQUIRED; ROOM MUST HAVE A CLEAN, SANITARY ODOR. SMOKING AND NON-SMOKING ROOMS AVAILABLE; NINETEEN (19) INCH OR BETTER COLOR TV IN OPERATING CONDITION W/REMOTE CONTROL; ALL ROOMS REQUIRE INDEPENDENTLY OCCUPANT CONTROLLED AIR CONDITIONING AND HEAT UNITS IN GOOD WORKING ORDER AVAILABLE YEAR ROUND; ALL UNITS MUST BE SECURELY ATTACHED TO THE WALL, FLOOR, ETC., BE CLEAN, ELECTRICALLY SAFE AND INSPECTED ON A REGULAR BASIS. IF IT?S A WALL UNIT THERE SHOULD BE NO DRAFT/GAP IN THE SURROUNDING AREA. DOOR WITH CHAIN LOCK/DEAD BOLT WHICH MUST BE SECURELY FASTENED TO THE WALL/DOOR FRAME, ETC; MINIMUM CHANGE OF LINEN TWICE A WEEK, OR UPON EACH CHANGE OF OCCUPANCY, WHICHEVER COMES FIRST. DESK MUST HAVE AN ANSWERING SYSTEM OR SERVICE TO RELAY TELEPHONE MESSAGES TO PNS PERSONNEL; DAILY MAIL SERVICE; LAUNDROMAT (WASHERS AND DRYERS) ON PREMISES; ICE MACHINE ON PREMISES IN OPERATING CONDITION; ADEQUATE, LIGHTED, SAFE PARKING; LOCATION OF THE MOTEL MUST BE WITHIN 5 MILES TRAVELING THE MAIN ROUTES TO THE FRONT ENTRANCE OF THE SUB-BASE; CHECK IN TIME MUST BE NO LATER THAN 11:00 AM. ARRIVALS MAY BE STAGGERED; PORTSMOUTH EMPLOYEES ARE ASSIGNED ONE PER ROOM AND AFFORDED ACCESS TO ALL HOTEL FACILITIES AS REGULAR GUESTS TO INCLUDE BUT NOT LIMITED TO GYMS, POOLS, RESTAURANTS, LOUNGES, ETC. PORTSMOUTH EMPLOYEES TO BE PROVIDED ALL ACCOMMODATIONS AS THE GENERAL PUBLIC TO INCLUDE CONTINENTAL BREAKFAST, COFFEE, ETC; CONTRACT IS SALES TAX EXEMPT; NUMBER IS 02-83-0038K; TERM OF CONTRACT IN NO WAY WILL BE ALTERED WITHOUT CONCURRENCE OF CODE 535.VC, PORTSMOUTH NAVAL SHIPYARD, WITH APPROPRIATE MODIFICATION TO THE CONTRACT; ALL ROOMS SHALL BE ESSENTIALLY IDENTICAL. NO GRATUITIES IN THE FORM OF ROOM UPGRADES WILL BE PERMITTED. IF AN OVERBOOKING BY A HOTEL OCCURS, UPGRADES ARE ALLOWED ON A TEMPORARY BASIS; ALL ROOMS OCCUPIED BY PNS PERSONNEL REQUIRE A MICROWAVE. A REFRIGERATOR NOT LESS THAN 3 CU FT WITH FREEZER TO BE .2 CU FT OR LARGER. TOTAL OF 3.2 CU FT OR LARGER. ALL ROOMS REQUIRE A COFFEE MAKER. ALL ROOMS REQUIRE A SMOKE DETECTOR/ SPRINKLER SYSTEM IN OPERATING CONDITION. A CURRENT FIRE INSPECTION CERTIFICATE MUST BE POSTED. IN ACCORDANCE WITH PL 101-391 ALL PROPERTIES MUST BE EQUIPPED WITH: HARD- WIRED, SINGLE-STATION SMOKE DETECTORS IN EACH GUESTROOM IAW THE NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) STANDARD 74 AND AN AUTOMATIC SPRINKLER SYSTEM, WITH A SPRINKLER HEAD IN EACH GUEST ROOM IN COMPLIANCE WITH NFPA STANDARDS 13 OR 13R. PROPERTIES THREE STORIES OR LOWER IN HEIGHT ARE EXEMPT FROM THE SPRINKLER REQUIREMENT; ALL ELECTRICAL OUTLETS TO BE IN PLACE AND FIRMLY ATTACHED TO THE WALL. Period of performance is 07/01/06 through 09/30/06. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instr to Offerors-Comm'l Items; 52.212-3 ALT I, Offeror Reps and Certs-Comm'l Items; 52.212-4, Contract Terms and Conditions-Comm'l Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Comm'l Items. A completed copy of 52.212-3 ALT I is required with quotes. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Reps and Certs-Comm'l Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Comm'l Items.
