Description
1. GENERAL: The vendor must provide all specialized supplies, materials, equipment, and installation to completely outfit a turnkey Government-furnished law enforcement. The vendor must provide AND install all specified equipment to set up a fully functional turnkey police vehicle. The vendor must complete all work in accordance with current industry standards for professional police vehicles. 2. SCOPE: The vendor must provide both the required equipment and specialized installation to set up turnkey police vehicles. The vendor must be a master distributor for the major manufacturers of specialized equipment for police vehicles. The vendor business must specialize in setting up police vehicles. The vendor must demonstrate that the business fully sets up turnkey police vehicles on a regular and recurring basis for a variety of law enforcement agencies. This is a very specialized service; and the vendor must demonstrate the ability to provide and properly install specialized police equipment and emergency vehicle identification including visual warning devices (a variety of LED lights, strobe lights, headlight and tail light flashers, spotlights, etc.), audible warning devices (siren and public address system), communications equipment (radios, cellular phones, communications console), specialized electronics systems (custom modular wiring harness, fuse panel, electrical management system), firearms security mounts with electronic locks for shotguns and rifles, aluminum security storage containers, prisoner transport cages and restraint equipment, and bureau law enforcement identification stripes and emblems. The vendor must demonstrate that the average installation time to complete each police vehicle, following receipt of all required equipment, does not exceed one week. All installation work must be performed by qualified technicians who specialize in setting up police vehicles. Technicians must have demonstrated ability to safely adapt police equipment installation criteria to fit the requirements of each specific vehicle make, model, and application. Technicians must have demonstrated professional ability in specialized vehicle electronics, police equipment installation, and custom design and fabrication of metal work. Technicians must have demonstrated ability to professionally modify original factory equipment and systems to accommodate the installation of the additional police equipment. All installed electronic equipment must be wired into a specialized custom modular wiring harness and auxiliary fuse panel with labeled wires. Technicians must have demonstrated ability to professionally design and fabricate custom hardware, brackets, mounting systems, communications consoles, and firearms locking mounting systems to fit each specific vehicle and application. In order to provide for the safety of law enforcement officers, and prevent damage to vehicle electrical or electronics systems, technicians must insure that all vehicle systems are fully compatible. Added specialized equipment must be fully integrated with original vehicle equipment, and all emergency equipment must be installed to operate as a completed turnkey system. 3. INSPECTION AND ACCEPTANCE: All equipment, installation locations, and installation methods must be approved in advance by the Technical Coordinator. All work shall be performed according to current industry standards for professional police vehicles. All equipment and services will be approved by the Technical Coordinator. 4. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION: The Government will provide the unequipped vehicle and police radio(s) only. The contractor shall furnish all other labor, equipment, materials, supplies, parts, tools, facilities, and services to perform the requirements of this contract. The contractor shall take special care to protect Government furnished equipment during the performance of the work.
