Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. The US Army Contracting Agency, Contracting Center of Excellence (CCE), The Pentagon, on behalf of the US Army Continuing Education System (ACES), a division o f The Adjutant General Directorate (TAGD), U.S. Army Human Resources Command (HRC), is seeking potential Small Business sources with the capability to serve as an overall integrator of technical and other services that will maintain continuous alignment of priorities, activities and resources necessary to ensure the continuous availability and reliability of the Go Army Education (GoArmyEd) web portal and associated infrastructure. (http://www.GoArmyEd.com). All services under this contract include labor, equipment, materials, and facilities. The purpose of this effort is to establish the Governments acquisition strategy. It is the Governments intent to award this acquisition to one contractor. You are encouraged to establish joint ventures or teaming arrangements, etc. 1. The NAICS code is 541512, Computer Systems Design Services, and the size standard is $23M. The value of this action is anticipated to exceed $200M. The expected period of performance will be for a base period of 12 months with nine (9) 12-month option periods. 2. Small Business respondents having the skills and capabilities necessary to perform the stated requirements are invited to provide the following information: (a) Is your business a large or small business? (b) Provide a short summary stating your inter est as a prime contractor or to propose a joint venture or teaming arrangement. (c) Provide a list of customers (Government/non-Government) within the past 5-years highlighting similar work performed. Include contract numbers, contract type, dollar valu e of each procurement, and brief description of the work performed. (d) Provide demonstrative information relative to past experience as well as an understanding of the requirement and ability to perform ALL tasks under the GoArmyEd PWS which includes: 1 . Operation and Maintenance of portal, 2. Soldier Support and Educational Services, 3. Management of school portals or similair management experience , 4. Programmatic and Technical Support, 5. Transition Management, and 6. Program Management. (e) Provid e your organizational structure and information on the management approach that will be utilized to fulfill this requirement. Joint venture or teaming approach is encouraged. These are the factors that will be used to evaluate your capability package: ( 1) Understanding of Requirement Assess the degree to which the vendor has demonstrated an understanding of the requirements of the PWS. (2) Capabilities  Assess the degree to which the vendor has demonstrated that they are capable of performing the fu ll range and scope of the requirement. (3) Management Approach and Organizational Structure - Assess the degree to which the vendor has demonstrated his organizational and management approach which will successfully accomplish the GoArmyEd requirement. (4) Relevant Experience Assessment: a. Has the vendor provided a summary of their relevant experience and knowledge that addresses the entire scope of the requirement? b. Assess the degree to which the offeror has demonstrated relevant experience in f ulfilling customer requirements similar in nature and scope to the GoArmyEd requirement. (5) Past Performance Assessment: Has the vendor provided specific pas t performance references that identify the contract number, contract value, type contract, period of performance, prime or subcontract, brief description of services, and the Contracting Officer? Assess the degree to which the offeror has demonstrated rel evant past performance with customer requirements similar in nature and scope to the GoArmyEd requirement. E-mail responses without the aforementioned information will not be recognized as valid. Areas where a source does not have prior experience should be annotated as such. 3. Submit responses no later than 5 June 2006 2:00PM EST.
