- DATABASE SUPPORT FOR THE CHORNOBYL THYROID STUDY IN UKRAINE. The Radiology Epidemiology Branch (REB), Division of Cancer Epidemiology and Genetics (DCEG), National Cancer Institute is seeking to award a follow-on contract to perform administrative and data entry activities with scientists from the National Cancer Institute (NCI) and the Institute of Endocrinology and Metabolism, Kyiv, Ukraine in support of a long-term epidemiological study of thyroid cancer in the Ukraine. The overall objective is to provide on-site processing of data forms generated during the screening procedures of up to 6,650 individuals per year. Processing of questionnaires for study participants involves entering information from each of the following 13 forms: Control Form, Locator Form, Urine Collection Processing and Results Form, Blood Collection and Processing Form, Laboratory Blood Examination Results Form, 2 Thyroid Palpation Forms, Ultrasound Examination Form, Prior Medical History Form, Preliminary Endocrine Summary and Recommendation Form, Final Endocrine Summary and Recommendation Form, Dosimetry Questionnaire (Parent or Subject). For some subjects, additional forms are filled out as applicable and include Cytology Procedure Form, Cytology Results Form, Pathology Form, Hospital Record Abstract Form, and others. In addition, a small proportion of subjects require follow-up on a more frequent basis, which generates additional palpation, ultrasound, and laboratory forms. This is estimated to correspond to more than 87,000 forms during a12-month performance period. All data are collected in the Russian language and translated into English. In addition, data processing for the in utero sub-study component includes processing of forms for 1,500 exposed subjects and 1,000 control (not exposed) subjects. During the screening, a set of 11 data forms ( based on the previous data processing experience, the Preliminary/Final Endocrine Summary form is completed for all subjects at two points during the examination cycle), and Medical History Amendment to the Dosimetric questionnaire will be completed for every sub-study participant. This totals 27, 500 forms estimated to be completed during the initial screening. In addition, approximately 5% of subjects will be referred for additional examination to clarify the diagnosis (125 visits). It is estimated that the total number of forms to be processed for the in utero sub-study would be 28,875. The Government intends to negotiate a one year contract with four option years with the University of Illinois with performance at their Ukraine office. The statutory authority for this noncompetitive acquisition is 41 USC 253 (c) (1) as set forth in FAR 6.302-1. This sole source renewal is based on the unique capabilities of the University of Illinois? Ukraine office, English/Ukraine/Russian language skills, mastery of biomedical terminology, and interactive abilities in dosimetry, demography, epidemiology, clinical chemistry, ultrasound imagery, cytology, quality control, and screening operations.
