Description
THIS NOTICE IS FOR INFORMATION ONLY. The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with AcademyHealth, 1801 K St NW #701-L, Washington, DC 20006. The purpose of this contract is to evaluate critical components of community-based insurance models demonstrated by the State Planning Grant (SPG) projects. This project will fill a gap in the understanding of the design elements of an affordable insurance product for low-income workers. The SPG Program Pilot Project Planning grants have supported efforts by States to move toward implementation of an insurance pilot project. Many of the 20 recipients of the Pilot Project Planning grants are designing insurance products to help small employers offer, and their employees purchase, affordable health insurance coverage. The period of performance for this project is twenty-four (24) weeks. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.601-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
