- The National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV requires advanced mathematical statistical consultation services in support of statistical methods development and programming services for the rotational entropy project for a 2-year period. The expertise of highly qualified mathematical statisticians will be utilized to develop and validate the mathematical frameworks for research problems requiring new theoretical developments in statistics. Current research problems include continued development and utilization of rotational statistical methods in the prediction of torsional entropy states (positional and energy) of complex molecules in the broader context of prediction of macromolecular conformation states. The statistician and programmer need to meet regularly with NIOSH investigators and use NIOSH computer services, thus they must be physically located at the NIOSH facility on a periodic and frequent basis. In accordance with FAR 13.106-1(b)(1), the only known organization with the specialized statistical capabilities within a reasonable geographic area is believed to be West Virginia University, Department of Statistics, Morgantown, WV. The Circular Statistics and Rotational Entropy project requires individuals who possess: (1) a principal investigator who needs to be a senior level statistician highly trained in computational programming with supervisory experience; (2) a theoretical mathematical statistician with experience, who is capable of developing new statistical methods in the field of circular statistics (including experience with Fourier series expansion, von Mises circular distributions, non-parametric nearest neighbor approaches, and multivariate normal methods as they relate to circular statistics in this project); and (3) an experienced computer programmer with statistical training, multiple programming languages and the capability of performing a variety of computer simulations involved in this project (e.g. molecular dynamic simulations in computational biology). No solicitation is available, however, interested parties may request a copy of the Statement of Work including deliverables. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. The government will review any/all capabilities statements and supporting information submitted and determine if other qualified sources do exist that could perform the effort. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, negotiations will be conducted with West Virginia University Research Corporation as the only source and a purchase order will be issued without any additional notices being posted.
