Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service(NWS) Acquisition and Grants Office intends to negotiate on a Sole Source basis with Continuent, 560 S. Winchester Blvd, San Jose, CA 95128 to provide a custom MySQL software solution for the standardization and consolidation of Web Services for the NWS. The NWS is in the process of an IT Consolidation effort to migrate to ?standardized? webfarm structures in order to reduce maintenance costs, reduce communications costs, increase product availability, and simplify development efforts. This requirement involving ?mission critical? services to supply weather warning data to the public requires highly reliable database clustering software that will: 1. provide real-time data synchronization between cluster member servers and uniform display of synchronized data; 2. provide a single common IP, allowing the whole cluster to appear as one logical server; 3. provide fast, automatic and transparent failover between nodes for handling queries; 4. provide load balancing between servers; 5. provide the ability to allow the shutdown of any member server for maintenance, without service interruption or extensive reconfiguration; 6. provide simple scalability to increase or decrease cluster nodes; 7. use existing common hardware and operations systems (Redhat Linux); 8. not require rewriting of existing software that access existing MySQL databases; 9. provide unlimited site licenses for unlimited use of the software by NOAA. Continuent currently provides MySQL cluster EAC software to the NWS Central Region. Additional custom middleware will provide consistency in, and expand the solution to, consolidated NWS Web farms, as well as leverage existing investments in personnel training. Contractors who believe they can satisfy the Government?s requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to provide a software solution satisfying all the previously cited requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received by Dena Gilmour via e-mail at Dena.M.Gilmour@noaa.gov no later than C.O.B., June 9, 2006, Eastern Daylight Savings Time. Award will be made using simplified acquisition procedures. See Note 22.
