Description

The National Institutes of Health (NIH) Fogarty International Center (FIC) intends to procure services to provide international HIV/AIDS programmatic expertise to the Director of the National Institutes of Health, Fogarty International Center, for the Clayton-Dedonder Scholarship Awards Program from Linda Reck, Arlington, VA. In order to fulfill the U.S. responsibilities for the above task, the individual involved in this consultation must be a professional with experience related to HIV/AIDS and particularly the international dimensions of the epidemic and international programs established to address the global pandemic. The individual must have extensive contacts with HIV/AIDS professionals in both developed and developing countries worldwide. The individual must also be familiar with the history, programs, policies and procedures of the World AIDS Foundation (WAF), experience with functioning within NIH, and knowledge and understanding of the grant process. Authority: 41 U.S.C. 253 (c) (1), as set forth in FAR 6.302-1, only one responsible source and no other supplies or service will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 22 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
