- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), HUBZone, Veteran Owned, and Small Business concerns, etc.) relative to the North American Industrial Classification Codes (NAICS). Sources interested in this requirement must submit a capability statement. Project Title: Food and Drug Administration (FDA) Research, Analysis and Materials Development on Topics Related to Food Defense Project Description: FDA is responsible for protecting the public health by ensuring the safety and defense of the nation?s food supply. The Homeland Security Presidential Directive (HSPD) 9 states, ?The United States agriculture and food systems are vulnerable to disease, pest, or poisonous agents that occur naturally, are unintentionally introduced, or are intentionally delivered by acts of terrorism. America?s agriculture and food system is an extensive, open, interconnected, diverse, and complex structure providing potential targets for terrorist attacks. We should provide the best protection possible against a successful attack on the United States agriculture and food system, which could have catastrophic health and economic effects.? All food production procedures involve risk from potential hazards. The FDA works extensively with stakeholders at the Federal, state, and local levels as well as with industry to develop effective food and agriculture defense programs which protect the food supply from the farm to the fork. The agency?s efforts include exploring ways to strengthen systems of communication, coordination, surveillance, inspections, risk and vulnerability assessments, outreach, education, and risk mitigation. In support of these efforts, it is necessary to have a mechanism to gather, analyze and develop current materials related to specific food defense topics. To carry out this project the interested sources shall accomplish the following: (A) Develop new tools and materials and revise or update existing aids to assist agency with implementation of the Bioterrorism Act and other food defense programs. (B) Compile, organize analyze and review information/data from a variety of sources, such as literature, internet, and expert interview related to selected food defense topics for use by government agency. Every effort shall be made to minimize bias in the review of scientific information and to document divergent opinions. (C) Generate materials such as documents, manuals, and presentations based upon information/data collected to support agency programs related to food defense. (D) Develop computer-based documents and tools such as databases and web pages that support agency food defense programs. (E) Perform scientifically-based research on food defense related topics. (F) Develop and conduct food defense training, outreach and educational efforts targeted at State, local, industry, and consumer stakeholders. The responses to the questions below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted. The anticipated period of performance will be five years. Interested sources shall provide (1) a summary list of similar work previously performed or being performed; (2) a brief statement of project accomplishments which state the outcomes and impacts of these activities; (3) the professional qualifications and specific experience of staff who may be assigned to the requirement; (4) description of your facility required including laboratory space, analytical instrumentation, and access to an Institutional Review Board (IRB); (5) resumes for proposed key personnel should be included in the capability statement, if available; (6) any other specific and pertinent information as pertains to this Sources Sought that would enhance FDA?s consideration and evaluation of the information submitted. Responses shall reference Sources Sought FDA-1017116 and shall include the following: (1) name, address; (2) size of business pursuant to NAICS and must respond to the following questions: a. Is your business a small business under the NAICS code? b. Does your business qualify as a small disadvantaged business? c. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? d. Are you considered a certified HUBZone firm? e. Are you considered woman-owned operated business? f. Are you a certified Service-Disabled Veteran Owned or Veteran Owned? g. Is your business a large business? (3) two points of contact: name, title, phone, fax and e-mail address; (4) DUNS number; (5) NAICS codes; (6) interested source?s capabilities statement which provides the information stated above; (7) list of customers covering the past 5 years including a summary of similar such work, by contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number, and identify your role as either the prime contractor or subcontractor, and (8) a statement that the contractor has a valid registered in the central contractor registration (CCR) data base (http://www.ccr.gov). THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST ARRIVE ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS JUNE 7, 2006, NO LATER THAN 3:00 P.M. E.S.T.
