REQUEST FOR CBD NOTICE TITLE: Sources sought for Small Businesses for designing, providing, installing electronic monitoring systems aboard pollock catcher vessels in the Bering Sea. SOLICITATION NUMBER: AB133F-06-RP-0153 RESPONSE DATE: 30 May 2006 CONTACT: J. Alex Smith, Contract Specialist, voice: 206/526-6379 or fax: 206/527-3915 TEXT: This publication is not a solicitation. It is only for the purpose to identify vendors capable of providing required services. This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS.) The Government intends to acquire follow on services for the vendor to Design, provide, install electronic monitoring (EM) systems aboard pollock catcher vessels in the Bering Sea. EM systems are required to have capability of determining if and when discard (discard is discard of catch and bycatch of catcher vessels fishing for Pollock) occurs and analyze the video data to determine specifically when and what type of discard events occurs The systems shall be installed on approximately 12 vessels fishing out of Dutch Harbor, Alaska. Task Requirements 1. Design monitoring system. 2. Install and maintain monitoring system 3. Collect Monitoring System Data 4. Assist in Spot Review of Monitoring System Data 5. Analyze Monitoring System Data 6. Provide NMFS with all Original Monitoring Data In its Native Format 7. Provide detailed accounting of hours spent on each project component Criteria: Offeror must: The Government intends to negotiate a firm fixed price contract with a period of performance anticipated to be 12 months, commencing at time of contract award. NAICS Code is 541620 with a size standard of $6.5 million. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
