- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for 1. JOB. Replacement of the Uninterruptable Power Supply (UPS) Battery Strings 1 and 2 and the battery model # C&D XT4LCP-15 poly carbonate jars to match the existing ones in the NASA HQ building located at 300 E. St. S.W. See attached battery specifications. The C&D XT4LP-15 battery has identical physical and electrical characteristics, as well as the same electrical connection locations, to the existing batteries in our uninterruptible power supply (UPS) battery room. That is to say that the battery footprint is the same as the existing batteries so the new C&D XT4LP-15 batteries will fit on the existing battery racks without costly and time intensive rack replacement and the associated extensive critical systems downtime. Because of the identical properties of the C&D XT4LP-15, there also would not be a cost or time involved to alter the electrical connections or wiring as the existing wiring and electrical connection points could be reused. Identical electrical characteristics are paramount for the proper UPS back up power to be supplied to provide seamless operation and data retention of the critical data contained on NASA Headquarters servers in the event of a catastrophic electrical failure. After comparing the properties of the existing batteries with batteries available from other manufacturers, no identical direct replacement battery was found. The provisions and clauses in the RFP are those in effect through FAC 05-09. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 335999 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA HQ is required within 120 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by June 12, 2006 at 4:30p.m. to NASA/GSFC, Headquarters Procurement Office, Attn: Raymond Jones, Mail Code 210.H, Greenbelt, MD 20771 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: FAR 52.212-5 (FEB 2006), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: (b) AND (c), 52.222-21, 52.222-26, 52.222-36, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.225-16, and 52.232-34. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm (52.237-1) SITE VISIT (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Only one site visit will be conducted at NASA Headquarters. This site visit will be held on June 6, 2006 from 10:30a.m. to 12:00p.m. Attendance is limited to no more than 2 persons for each offeror unless other arrangements are made with the Contract Specialist. The names and titles of attendees should be furnished to the Contract Specialist at least 2 working days (no later than 3:00pm local time June 2, 2006 if attending the site visit) prior to the site visit. Resident aliens must present their "green card" in order to be admitted to the Center. Foreign Nationals will be admitted to the Center with the submission of the attached documentation titled Attachment 8 ? National Foreign Visitor Information Sheet. A picture id will be required to obtain a visitors badge for Building Access. Attendance at site visit is recommended; however, attendance is neither required nor a prerequisite for quote submission and will not be considered in the evaluation. All contractual and technical questions must be in writing (e-mail or fax) to Raymond Jones not later than June 7, 2006. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: delivery lead time. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors should address the complexity of the requirement, and any noted violations in our facility of Federal and State and Local Laws, Codes, Ordinances, including Local Electrical Inspection Offical's rules or regulations, and any necessary items of the work omitted. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
