- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcem ent constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number for this effort is W912ES-06-T-0025 and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the F ederal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARs) can be accessed on the Internet at http://farsite.hill.af.mil/ (iv) This solicitation is set-aside 100% for small business concerns. The associated NAICS code is 532412 and the small business size standard is 6.5 million dollars. (v) This requirement consists of a base item and three optional items (0001 Rental of a track-type bulldozer with a minimum of 180 horsepower. It shall be equipped with a hydrau lically controlled dozer blade with tilt and a minimum rated capacity of 7 yards. It must have a functioning back-up alarm and forward and rear lights. All safety equipment installed must be in good operating condition at the time of delivery. The dozer must be delivered in good working condition to the Fountain City Service Base in Fountain City, Wisconsin no later than 9 June 2006. A representative from the contractor must be available when the dozer is delivered to assist Government personnel with a pre-use inspection of the rental dozer and to provide instruction in preventive maintenance checks and services that should be performed by the government during the rental period. The rental contract will run from 12 June 2006 through 11 September 2006 w ith options for up to three one month extensions. The billing method must be clearly defined by the contractor as to the maximum number of hours per month allowed in the monthly rate and the cost per hour of hours over and above the monthly limit. The Go vernment will provide routine maintenance, including oil and filter changes and lubrication at the intervals prescribed by the contractor. The contractor shall supply to the Government necessary filters and the Government will provide the oil and grease n eeded. The contractor will be responsible for all other maintenance and repairs needed. Downtime for unscheduled maintenance that is required during the term of the contract shall not be counted as rental time. The contractor shall be responsible for tra nsport of the machine from the Corps Fountain City facility at the end of the rental period. 3 mo.) The completion date for the base item is 11 September 2006. (vii) The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation. (viii) The provision at 52.212-3 Alt. I, Offeror Representations and Certifications Commercial Items applies to this solic itation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://www.arnet.gov/far. (ix) The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to th is acquisition. (x) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items (Deviation), appl ies to this acquisition. The following FAR clauses are applicable to this acquisition. 52.204-7, Central Contractor Registration, 52.217-5, Evaluation of Options, 52.217-9, Option to Extend the Term of the Contract, with paragraph (a) filled in as follo ws: (a) The Government may extend the term of this contract by written notice to the Contractor anytime prior to the expiration of the previous period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend a t least 5 days before the contract expires. The preliminary notice does not commit the Government to an extension.
