Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The full announcement is posted on the US Army CECOM IBOP Website at (http://abop.monmouth.army.mil) and includes an attachment with options, list of products, part numbers, quantities as well as provisions and clauses for this effort. All parties interested in submitting proposals must access, register, operate, send and receive information from the IBOP at (http://abop.monmouth.army.mil). This announcement and the IBOP posting constitut es the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis/solicitation is a Request for Proposal (RFP), W909MY-06-R-0029, is for the purchase of Commercial Off-The-Shelf (COTS) software licenses a nd license maintenance for various Solarwinds products to include: Engineers Edition Toolset Version 7 (with maintenance); Engineers Edition Toolset, 1 User License Version 7 ( with maintenance); Cirrus Configuration Management V2 Enterprise DL500, 1 Ser ver License, (with maintenance); and Solarwinds Cirrus Enterprise Edition DLX, Unlimited Users, (with maintenance), for the Program Manager Tactical Radio Communications Systems (PM TRCS), Solarwinds Customer ID# SW50341. The contract includes a base quan tity and options for the purchase of specific quantities of licenses and maintenance support that may extend into June 2008, The maintenance will include software updates, and bug fixes and technical support, in the form of 8x5 telephonic and email suppo rt. This is a Small Business Set Aside. The small size standard is 23M dollars for the North American Industry Classification System (NAICS) Code 541519. Shipments are to be FOB Destination. Delivery of the software media, license and documentation fro m the vendor should be shipped to Susan Mazza, C/O L3 Communications Systems, 246 Industrial Way West, Eatontown, NJ 07724, (hard copy) Phone: 732-530-8444, ext 3501, and electronically to: Susan.Mazza@L-3Com.com, Delivery shall be made within 10 days afte r contract award. Packaging and Packing shall be in accordance with Standard Practice for Commercial Packaging (ASTM D 3951-98). Offerors proposal must include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications Com mercial Items. BASIS FOR AWARD: The Government intends to make an award to the Contractor who submits the lowest, technically responsive proposal, and is deemed acceptable and responsible by the Contracting Officer. Offerors must be registered in the Central Contract Re gistration (http://www.ccr.gov). Offerors must be authorized resellers of the SolarWinds.Net products. Offerors must submit proposals through the US Army CECOM IBOP website (http://abop.monmouth.army.mil) for the full quantity identified. Partial bids wi ll not be accepted. The Contracting Officer reserves the right to make no award under the procedures. Offers are to be received by June 5, 2006 by 2PM Eastern Standard Time. The US Army CECOM has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitations for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM to industry. All parties interested in submitting proposals must access, operate , send and receive information from the IBOP at http://abop.monmouth.army.mil.
