Description

Would you kindly advise if the Hazardous Material Technical Curriculum required under section 6 is only a listing of the proposed courses that will satisfy the requirements of the US Army Chemical School Conditions and Standards for Domestic Reconnaiss ance, Tasks DNBCR 4-21, or a more expansive document? -The course should satisfy the requirements of the US Army Chemical School Conditions and Standards for Domestic Reconnaissance, Tasks DNBCR 4-21. 2.) Can you confirm that this solicitation is a small business set-aside or full and open? -Full and Open 3.) It appears that this is a NFPA 472 HAZMAT Tech class taught for certification, I just wanted to confirm this. -The course meets NFA 472 requirements and OSHA 29 CFR 1910-120 requirements. 4.) Will we be able to teach this class at our location? -Yes 5.) Will the students be able to produce a certificate (either one that was taught for certification or a course that followed NFPA 472 guidelines)? This is a prerequisite for the Tech course. The tech course is taught in 5 days and I saw that the course d elivery dates covered a period of 14 days - why so much time? -The course is enhanced to exceed the minimum Tech hours and must include awareness, operations, and tech level information. 6.) If these people do not have Hazmat A&O certification/training, we would need to do this prior to conducting the tech class -Needs to be included in the program 7.) Will the contractor be responsible for providing all consumables for the class and training props? Yes 8.) There are 2 similar solicitations out on Hazardous Material Technician Training, W911SE-06-T-0030 and W911SE-06-T-0031, which one is correct? -W911SE-06-T-0031. W911SE-06-T-0030 has been canceled 9.) Can trainers be from an institute affiliated with a University (outreach and extension) bid on this work as universities are excluded from the NAICS code listed? -Yes 10.) Where will the training actually occur? At the contractors facility 11.) Is the training strictly for Hazardous Material Technician level training only (i.e. not operations level, etc.)? -See question #5 12.) What are the dates of training 9-22 July 2006, 6-19 August 2006, 10-23 September 2006, and 15-28 October 2006 13.) If training is to be conducted at Fort McPherson, are there facilities in place for classroom training as well as field exercises? -The training will be at the contractors facility 14.) How many students are anticipated per class? 24 15.) Will the contractor be responsible to provide manuals, handouts, etc. or are materials available from the U.S. Army Chemical School? -The contractor is responsible for all manuals, handouts, etc. 16.) Will the contractor be responsible to provide PPE, response and training equipment or is there existing PPE and equipment we can use? This is the contractors responsibility 17.) If PPE and equipment is to be provided by contractor, can you provide a list, including make and model or equipment currently used? This is the contractors responsibility 18.) Will we need to submit both a technical proposal in addition to the cost proposal? -The technical portion of the proposal should contain all of the requirements listed in the solicitation in addition to the cost proposal. 19.) Who is the primary audience for the course? US Army Reserve Personnel 20.) Given that there are different requirements for Commanders vs. say, a platoon sgt, is it your expectation that classes should be general in nature to speak to the group or geared toward a particular audience (i.e. Command Staff vs line individuals)? -HAZMAT Technician generic, command issues need to be discussed only 21.) Also, is it your expectation that course outlines acco mpany the proposal or are you expecting the completed course product? -The completed course product to validate information material 22.) Do you envision this training to be conducted as classroom or exercise (lanes) related or both? -Both 23.) Please provide us with a list of the required tasks as well as a Point of Contact at the US Army Chemical School that works with vendors for pre-approvals.
