- THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE (Details Below). Prime Contractors who are HUBZone small businesses and who intend to submit a bid for this solicitation MUST submit the following by e-mail to CFLContracts@fhwa.dot.gov or by telefax to 720-963-3360 (Attn: LeeAnn Bush) for receipt by close of business (4 p.m. local Denver time) on May 30, 2006: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) a copy of the letter from SBA stating date of HUBZone small business certification (must be obtained prior to date of this synopsis); (3) letter from bonding agent stating bonding capability, to include single and aggregate totals; and listing of experience in work similar in type and scope of this proposed synopsis. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be made following the due date and posted as an amendment to this sources sought on the Federal Business Opportunity website at www.fbo.gov This project will consist of embankment construction, drainage structures, and aggregate surface course on 1.22 miles of roadway for SD RRP LAAN 101(1), North and South Dikes, in Lake Andes National Wildlife Refuge, Charles Mix County, South Dakota. Estimated price range is between $500,000 and $1,500,000. This project contains one schedule. Principal work items include: Lump sum Contractor Testing; lump sum removal of structures and obstructions; 4,450 cubic yards of roadway excavation; 930 cubic yards of foundation fill; 900 cubic yards of structural backfill; 1,710 cubic yards of placed class 3 riprap; 11,170 tons of subbase, grading B; 5,350 tons of aggregate surface course; 3.07 mfbm of plastic structural timber and lumber; 40 linear feet of 10-foot span, 8-foot rise reinforced concrete box culvert, double barrel; 40 linear feet of 10-foot span, 7-foot rise reinforced concrete box culvert, triple barrel; 210 cubic yards of lean concrete backfill; 8 each terminal section, type G4-BAT; along with associated surveying, guardrail system, rental equipment, labor, and traffic control.
