- SSA is seeking sources that can provide maintenance for the telephone systems located in the SSA Commissioner?s Washington D.C., offices 24 hours a day and 7 days a week. This acquisition is in accordance with FAR 12. The telephone system includes an Intuity Voice Mail system and all ancillary telephone equipment associated with the telephone systems. There are 2 systems installed in D.C., one at 500 E St. and another at 400 Virginia Ave. Both systems are Avaya Definity G3siV12. The one at 500 E St. has 272 digital ports, 128 analog ports, 3 DS1 cards and 2 C0-truck cards. The one at 400 Virginia Ave. has 96 digital ports, 48 analog ports and 3 DS1 cards. In both locations, analog ports are used for modem lines and faxes. There is an Intuity Audix Voice Mail installed at 500 E St., which has 12 ports. This system is shared by both locations by a T1 connection between the two. The contractor shall provide maintenance for both Private Branch Exchanges (PBXs) and the voice mail system. The contractor shall include all parts and labor for the PBXs, voice mail system and telephones, including replacement of the whole system if necessary. This includes cross-connects for reassigning phones if a port failure occurs. Response time shall be 4 hours for major failures and 24 hours for minor failures. Major failures consist of 25 subscribers or more that are inoperative at 500 E St. and 10 or more subscribers at 400 Virginia Ave. The contractor shall remotely monitor the system for alarms on a daily basis. This consists of accessing the PBX remotely to check for alarms, 24/7. In case of a major alarm, the contractor shall contact SSA and start correcting the problem with the PBX. The contractor shall provide 10 hours of programming support by their help desk. This support shall include the change of administrative passwords in all systems, including voice mail, and remote programming support for new features that need to be added to the system. The contractor shall provide maintenance for the Un-Interrupted Power System (UPS) that provides backup power to each of the PBXs. The contractor should provide preventive maintenance to the UPS at both locations. The contractor shall provide ARS updates. This consists of updating new area codes in both PBXs. The contractor shall be a business partner of Avaya Communications. The contractor must provide a service call number at the time of award. Period of performance is Base year beginning September 1, 2006 through August 31, 2007 and four (4) option years.
