Description
The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends to solicit and award a definitive, single contract for research and development, contract number N66001-06-C-0087 to Electric Power Research Institute, 3412 Hillview Avenue, Palo Alto, CA 94304-1395 on a Sole Source basis, follow-on to contract number N66001-04-C-0076, for the Fast Simulation and Modeling (FSM) Applied to Electric Grid Stability: Phase 2. The type of contract will be Firm Fixed Price (FFP) for a 12-month base. The estimated FFP level of effort is 800 hours for the whole performance period. The work consist of two major areas of focus: (1) To further develop the FSM in simulation using historical data from the August 14, 2003 Northeast blackout, and test operator real-time control actions that could be used to either prevent or ameliorate the consequences, and (2) to develop application interfaces for the FSM that will be enable dynamic stability assessment (DSA) capabilities and permit these capabilities to be installed and applied in two electric power grids in the Northeast. The end objective is to permit power grid operators to test and experience the utility of the FSM-DSA computer system in an operational environment. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon the responses to this notices is solely for the purpose of determining whether to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is: 541710; small business size standard is: 500 employees. The estimated release date for the solicitation is 01 Jun 06.
