This is a combined synopsis/solicitation for modified-commercial items prepared under FAR Part 13.3, and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. Proposals are being requested and this announcement constitutes the solicitation request. This requirement is being issued by GovWorks under the Department of the Interior Franchise Fund on behalf of Redstone Technical Test Center. Far 52.212-3 Offeror Representations and Certifications-Commercial Items: Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. GovWorks Procurement will handle the solicitation, and resultant contract administration as well as payment of invoices. GovWorks is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and provides contracting support to all Federal and DoD Agencies. The successful Offeror will be required to complete electronic banking information for electronic payments, and MUST be registered in CCR - www.ccr.gov. All responsible and responsive offers to this solicitation will be considered by the Agency. Due Date Information: The due date for responses to this RFQ, both technical and cost, shall be via electronic submission to donald.clifton@mms.gov on or before May 26, 2006, 1:00 pm Eastern Standard Time. All inquiries must be via email, and all questions and responses will be posted to the GovWorks website as an amendment to this original announcement. Questions concerning this solicitation MUST be submitted no later than May 25, 2006, 11:00 am Eastern Standard Time. Product Description with Required Quantities: Responses to the request for quote must include, at a minimum, a conceptual design of the conditioning system. This conceptual design shall, at a minimum, outline the major sub-systems and internal/external interfaces. More detailed information will be accepted along with any pertinent descriptions of similar systems built previously. Description: Specifications for a remote temperature conditioning system to be used for environmental testing of various weapon systems on a flight motion simulator (FMS) table. The FMS table is equipped with a thermal chamber/jacket and inlet/outlet ports for the system as described below. The equipment will be installed at Redstone Arsenal, AL Building 7698 on TA-10, by the system manufacturer. System Details: The remote conditioner will be a closed loop split system design. The air handler will be situated approximately 75 ft from the condensing unit. The load chamber will be approximately 30 ft from the air handler. The various requirements for the system are listed below: System Requirements: " Mechanical refrigeration using environmentally safe non-CFC & non-HCFC refrigerants " Air-cooled condenser " Dry air purge system to prevent moisture ingress " Condensing unit and air handler separate (split system) " Condensing unit will reside outside permanently (exterior-rated materials) Thermal Load Chamber Specifications: " Air Flow Requirements: 50 CFM @ 21" of water " Weight: 442 lbs (includes UUT weight of 108 lbs) " 'R' Value of Chamber Wall: 5.78 " Chamber Volume: 3.7 ft3 with UUT installed (5.1 ft3 without UUT) " Inlet/Outlet Ports: Inner Diameter 1.75" " UUT Heat Load: ~200 W (680 BTU/hr) Temperature Requirements: " Range @ remote chamber (no load): -70 ?F to +170 ?F " Range @ remote chamber with live load: -65 ?F to +160 ?F " Range @ conditioning unit: -90 ?F to +300 ?F " Objective Ramp Time for Ambient Air to Peak Cold/Hot Air @ chamber: max 3 hours (goal 1 hour) Humidity Requirements: " Low as possible (dry air purge) " Dew point at or near -100 ?F Layout Requirements: " Split System (see attached Figure 1) " Supply/Return Hoses to Load Chamber: Minimum of 30 ft " Refrigerant Line from Conditioner to Air Handler: Approximately 75 ft " Platform Area for Handler: max 5'W x 7'4"L x 12'H (preferred 3'W x 5'L x 3'H) Controller Requirements: " Watlow F4s controller preferred " RS-232 remote communications " Embedded alarm unit for over/under temperature limit conditions Ducting & Refrigerant Line Requirements: " Air handler return/supply ventilation (Two 30 ft flexible hoses with supports that can maintain the internal pressure and air flow requirements) " minimum 75 feet of insulated copper refrigerant tubing Available Utilities: " 208 V / 3 Phase / 60 Amps (2 circuits) Type of Contract: Firm Fixed Price Type of Delivery: All deliveries under this contract will be FBO Destination Destination information: All deliveries shall be shipped directly to the following address: Redstone Technical Test Center, Huntsville, AL Delivery schedule: Parts MUST be delivered within 75 days of Award.
