Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This procurement is being issued as 100% Total Small Business Set- Aside. This solicitation number 4355006139 is issued as a request for quote (RFQ). This procurement is for the delivery and Dozer spread to a thickness of 4 inches tons 2118 grey limestone (610). Louisiana Department of Transportation Standards: NAICS Code: 212312, Size Standard: 500 employees. Materials must be delivered to three locations on Bayou Sauvage National Wildlife Refuge: 727 tons to Highway 11 boat Launch New Orleans, Louisiana; 781 tons to 3 Pumps station locate on the Maxent levee, New Orleans, Louisiana. And 610 tons to locations on the Big Branch National Wildlife Refuge, Louisiana. A firm fixed price commercial order will be issued. This Anticipated award date will be on or about 05/30/2006. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, effective on April 19, 2006. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, apply to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, apply to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the Offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. A Variation in the quantity of any item called for by this contract will not be accepted unless the variation has be caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the exted, if any specified in paragraph below. The permissible variation shall be limited to: 10 percent increase 10 percent decrease The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. You must register in EC at web site http://www.ccr.gov. If you have any registration questions, please call 1-888-227-2423. Prior to registering each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. Once you are registered you will be able to view solicitations on line at either http://www.fedbizopps.gov or http://ideasec.nbc.gov (the Department of Interior site). This will be your only means of obtaining the solicitation/award. All contractors with access to the internet and an e-mail address can receive electronic notifications of award. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same.
