This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. REQUESTED PRODUCT(S): DEMOGRAPHIC DATA & SOFTWARE SUPPORT DURING THE PERIOD OF 01 JUNE 2006 THROUGH 31 MAY 2007 DEMOGRAPHIC DATA & SOFTWARE SUPPORT DURING THE PERIOD OF 01 JUNE 2007 THROUGH 31 MAY 2008 DEMOGRAPHIC DATA & SOFTWARE SUPPORT DURING THE PERIOD OF 01 JUNE 2008 THROUGH 31 MAY 2009 DEMOGRAPHIC DATA & SOFTWARE SUPPORT DURING THE PERIOD OF 01 JUNE 2009 THROUGH 31 MAY 2010 DEMOGRAPHIC DATA & SOFTWARE SUPPORT DURING THE PERIOD OF 01 JUNE 2010 THROUGH 31 MAY 2011 CONTRACT MANPOWER MANAGEMENT REPORT PER PARAGRAPH 4.4 FOR THE BASE YEAR AND EACH OF THE FOUR OPTION PERIODS ATTACHMENT 1 PERFORMANCE WORK STATEMENT FOR DEOMOGRAPHIC SERVICES 3.0 TASKS. The contractor shall furnish and maintain (for the life of the contract) the demographic database software (with query and geo-coding capability, to include documentation and all required software licenses for a single-user platform, and any oth er required software not specified herein, to include documentation, for any required software licenses required to support the USAACs demographics requirements specified herein. All software must be Windows compliant. The contractor shall provide demographic and segmentation data in accordance with Technical Exhibit # 1. The contractor shall provide on-going train ing to Government personnel to serve as site administrators and operating personnel for the CAR and the USAAC at Fort Knox, KY, and provide the required technical support services. 3.1 Data. 3.1.1 Demographic. The census variables at Technical Exhibit (TE) # 1 (including current year estimates and four-year projections of key variables at any level of U.S. geography) specify the minimum acceptable variable list. The vendors response shall aff irm the minimum list of variables will be met. In addition, by example or narrative, the vendor shall provide information on what variables the vendors response supplies, over and above the minimum. For future option-years, the vendor shall update all 2,0 00-based data to 2010-based data within one year of the release of the 2010 Census. 3.1.2 Area Profiles. Counts of households and population in at least forty (40) lifestyle and behavioral segments and aggregated to any level of U.S. geography. This database would allow the user to attach the following information to USAACs internal dat a (such as an accession file): 3.1.2.1 Lifestyle segmentation 3.1.2.2 ZIP+4 3.1.2.3 Latitude and longitude 3.1.2.4 Allow the user to identify geographical areas based upon lifestyle segment. 3.1.3 Media. All data and their supporting software must be accessible continuously without manual intervention, e.g., swapping of disks or other storage media. 3.1.4 Geographic Site Definition. Software shall provide for retrieval of data for any level of U.S. geography and the preparation of user designed pre-defined reports. 3.1.5 Data Conversion. Software shall allow retrieval of data and then convert it into other formats, to include at a minimum, dBASE IV (TM) and ASCII. 3.1.6 Presentation Graphics. The software shall provide for the production of graphics of presentation quality or shall directly drive a presentation quality graphics software package that shall be provided by the contractor. 3.1.7 Profiles. The software shall allow for the use of user designed pre-defined profiles of product acceptance for use in estimating market potential. In the case of this organization, a product would be defined as a set of incentives and obligations offered as a package to individuals having specific qualification and commitment requirements. For example, a pre-defined demographic profile for acceptance of the two-year Army College Fund (ACF) enlistment product could be used to determine the number of potential two-year ACF enlistees in a given Battalion, Company, or Recruiting Stations area. 3.1.8 Penetration. The software shall allow user penetrations to be calculated and stored in a data base at any level of U.S. geography and must also allow inclusion of customer counts by product-type. 3.1.9 User Area Designations. The software must allow the user to define geometric areas of any size or shape including, as a minimum: radius/circle, ring/bands quadrant, quadrant ring, polygon, and irregular trade area. These user-defined areas must be u sable for sections 3.1.1 through 3.1.8 above. 3.2 Software Compatibility. 3.2.1 The software shall provide for compatibly running under the Microsoft Windows NT 4.0 Trademark (TM) conventions. 3.2.2 The software shall provide an interface with MapInfo Professional V6.0 (TM). 3.3 Software Licenses. The contractor shall provide any required software licenses for a single-user platform. 3.4 Currentness of Software. 3.4.1 The contractor shall provide software that is the latest available version and is also currently manufactured, shipped and supported. 3.4.2 The contractor shall provide updates/upgrades, as they become commercially available throughout the life of the contract. 3.5 Copyright Protectio n. To avoid interoperability of this mission essential service due to copyright protection related problems, if the software is damaged it is desired that software be of the type that permits user backups. The vendors response shall specifically affirm th at all software provided permits user backups or lists exceptions. 3.6 Hardware Specific Software. Software shall be compatible (at a minimum) with the type of hardware delineated below. If a vendors service requires hardware beyond the below list, the vendor shall provide the hardware and maintain it throughout the life of the contract. 3.6.1 CPU, Clock Speed and Operating System. The Government will provide an IBM compatible system with an Intel P2400 Central Processing Unit (CPU), or greater, running at four hundred (400) megahertz or faster, and utilizing MS-NT 4.0 (TM) or later operat ing system. 3.6.2 Floppy and Fixed Hard Disk Drives. The Government-furnished computer system (3.6.1) will have a hard and floppy disk drives with the following capabilities: 3.6.2.1 3 1/2 floppy disk drive capable of reading and writing to 72O kilobyte (KB) and 1.44 megabyte (MB) formatted floppy disk drives. 3.6.2.2 At least one fixed hard disk drive with at least 8 gigabyte (GB) available free space for the demographic service. 3.6.3 Input/Output Ports and Interfaces. The Government-furnished computer system will provide input/output ports and interfaces as follows one (1) parallel port and two (2) serial ports. 3.6.4 Memory. The Government-furnished computer system will have a minimum of one hundred-twenty-eight (128) MB of Random Access Memory (RAM) with full compliance to the Lotus-Intel-Microsoft (LIM) Expanded Memory Specification (EMS), version 4.0, or later , at zero wait states with at least a sixteen bit data transfer bus. 3.6.5 Graphics Adapter. The Government-furnished computer system will provide a graphics adapter with at least a sixteen (16) MB AGP adapter for at least 1024 x 768 pixel resolution. 3.6.6 Other Computer System Requirements. 3.6.6.1 CD-ROM. The Government-furnished computer system will provide sufficient CD-ROM readers and interface boards to accommodate the maximum of five (5) CD-ROM readers under this contract. 3.6.6.2 Color Printer. The Government will provide a color printer (example HP4500, or equal) with at least 300 x 300 dots per inch (dpi) resolution, capable of printing on paper size 8 ? x 11. The printer will have the ability to produce full color text and graphic output, (at least two hundred thousand shades of color). 3.7 Unspecified Software and Documentation. The contractor shall provide any software and documentation, not specified herein, required for the service to comply with all the provisions of this contract. 3.8 Training. The contractor shall submit a proposed training schedule with his proposal. 3.8.1 On-going Training. During the period covered by this contract, the contractor shall provide initial demographic training and/or refresher/upgrade training, as needed, for up to three (3) USAAC personnel in any twelve month period. On-going training may be conducted at the contractor's premises, or at another contractor-designated location, or at no additional charge to the Government at Fort Knox  location to be specified. The contractor shall waive registration fees at user conferences in lieu of r efresher or upgrade training sessions, if so desired and coordinated for by USAAC. 3.8.2 Proficiency: The Government will provide personnel in grades GS-06 or higher, who are proficient in basic computer skills and statistical analysis. All training provided by the contractor must result in a level of proficiency acceptable to the Gover nment. If the proficiency level attained is not acceptable to the Government, the contractor shall provide additional and/or remedial training until an acceptable level of proficiency is attained. 3.9 Maintenance. The contractor shall provide software preventative maintenance, remedial mai ntenance, and unlimited technical support, to include a technical Point of Contact (POC), from date of termination of the warranty period throughout the life of the contract. This includes all updates and upgrades during that period. 3.9.1 Remedial Maintenance. Remedial Maintenance is that maintenance required by this contract after notification, or bona-fide attempt to notify the contractor, of a deficiency. 3.9.2 Preventative Maintenance. If required by the contractors maintenance plan, preventive maintenance shall be performed according to the proposed schedule. The schedule shall be consistent with the specific needs of the data and software being maintain ed. The Government will make the equipment the software is installed upon available to the contractor within the time(s) of the schedule. The contractor's proposed preventative maintenance schedule shall include, as a minimum, the frequency of upgrades to software and the frequency of updates to data provided and other types of service to be performed. The preventative maintenance schedule may be modified by mutual agreement between the Contractor Officer, or his authorized representative, and the contract or. 3.9.3 Unlimited Technical Support. Operational within an eight (8) working-hour period after notification, or bona-fide attempt to notify. 3.9.4 The contractor shall appoint a technical POC who shall be responsive to the USAACs specific requirements for this contract with the Government, to include any subcontractors. 3.10 Deficiencies. Hardware and/or software deficiencies will be considered as corrected when productive work, as determined by the Contracting Officer or the Contracting Officer's designated representative, has resumed to operational status. 3.11 Documentation. The contractor shall provide two sets of operations, programmer, and software manuals of all associated documentation. An exception to this requirement may be made if the software manufacturer provides written documentation to the effec t that additional copies of software manuals are never sold or made available separately. 4.0 DELIVERABLES 4.1 Data and Software: The contractor shall furnish the demographic database software (with documentation), and any other required software not specified herein (with documentation), prior to commencement of the contract. Subsequent updates (at a minimum, annually) shall be provided to the Government when commercially available throughout the contract life. 4.2 Training: On-going training will be conducted in accordance with paragraph 3.8 of this Performance Work Statement. 4.3 Maintenance. The Contractor shall provide, as part of their proposal, their policy regarding maintenance, including points of contact, hours, and phone numbers. CONTRACTOR MANPOWER REPORTING The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all required information using the following web address: https://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contractor Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) C ontractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); ( 7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor, if different); (9) Estimated data collection cost; (10) Organization al t itle associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor a nd sub-contractors perform the work (specified by zip code in the United States and nearest city, country , when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; an d (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each govern ment fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contr actor's systems to the secure web site without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. 5.0 QUALITY CONTROL 5.1 Quality control and assurance apply to any replacement software components installed under the provisions below, as well as to maintenance and other support services. 5.2 Operating Hours. The contractor shall provide the maintenance and training specified herein between the hours of 8:30 a.m. and 5:00 p.m., local time, Monday through Friday, excluding Federal holidays. 5.3 Warranty Repair/Replacement: The contractor shall provide a minimum of one-year warranty from date of acceptance for each software application provided under this contract. Prior to the expiration of the warranty period, the contractor shall bear all costs, including but not limited to, costs of packaging, transportation, and insurance, unless such replacement was due to the fault or negligence of the Government. The cost for repairs or replacement caused by the Government's negligence will be borne b y the Government. This warranty shall apply to the replacement software components for one year after the Government determines the service is operational. 5.4 Relocating Service. The Government will relocate all hardware associated with this contract in the event of relocation. In the event the service or components thereof being maintained under the terms and conditions of this contract are moved to another location, the terms and conditions of this contract shall continue to apply as long as the equipment is located in the Fort Knox area. If the service or components must be moved outside the Fort Knox area, the continued applicability of this contract sha ll be at the discretion of the Government and may be subject to re-negotiation. The Government will be responsible for repairs to any equipment that is damaged due to negligence by the Government during moves between facilities. 5.5 Personnel: The contractor shall be responsible for maintaining the standards of employee competency, conduct, and integrity. The contractor shall not hire Government employees or active military personnel or other persons whose employment would result in a conflict with DOD 5500.7-R, Joint Ethics Regulation. 6.0 GOVERNMENT FURNISHED EQUIPMENT 6.1 Government-Furnished Facilities. The Government will provide an area on the second floor of Building 1307 at Fort Knox, Kentucky for the contractor provided service performed on-site. 6.2 Government-Furnished Utilities. The Government will furnish electricity, heat, air-conditioning, water, and sewer service currently available at the installation at no cost to the contractor. However, the Government will not make any connections or alt erations to the existing facilities for accomplishment of the installation. Any contractor alterations to Government facilities shall be made at the contractors expense. The contractor shall obtain written approval from the Contracting officer prior to altering any Government facilities. 6.3 Government-Furnished System Software and Hardware.
