Description
Notice of Intent: The Northern Region Contracting Center-Leavenworth intends to negotiate and award a sole-source, contract to Spectrum Industries, to provide and install a quantity of 1000, Elevation Control System Multi Function Desks for the Lewis and Clark Center, Fort Leavenworth, Kansas, 66027. The estimated dollar value of the procurement is $1.4 million. The North American Industry Classification System Code (NAICS) for the procurement is 337127. Spectrum Industries is a classified as a small business for this NAICS code. In accordance with 41 U.S.C. 253(c)(1), and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is a notice of intent to award a sole source procurement and is not a request for competitive proposals. This notice shall satisfy the requirements of FAR Part 5. Qualified and responsible contractors that can meet all of the specifications are encouraged to submit a statement of capability demonstrating their firms abili ty to provide an equivalent product, including pricing and rationale as to why they should be considered. Firms shall indicate whether or not they are a small business, small business women-owned, small disadvantaged business, or and 8(a) small business co ncern. At a minimum multi-functional flat panel monitor desks must include: capability to function as a LCD computer desk, lap top desk, lecture desk, and study desk. The desk features must include: a monitor storage compartment with a cavity that can supp ort monitors up to 20.5 inches wide and 15 inches high. Monitor bracket must be 100mm Video Electronics Standards Association (VESA) compatible, brackets must be able to pivot left/right or up/down without impeding the storage compartment functions, stora ge compartment must have push button vertical adjustment, non-electric, which raises the compartment from beneath the desk to allow the monitor to be positioned at any comfortable viewing position along the vertical plane, compartment will be large enough to hold a keyboard tray/mouse and the flat panel monitor. There must be a front security panel to protect and secure the flat panel monitor when stored below the work surface. The compartment should allow for monitor heat dissipation. The adjustable CPU holder must have the flexibility to be mounted inside the leg on either side of the desk and accommodate any CPU from laptop, small form factor, mini-tower to full size tower; must include slides to allow easy access and installation. The slides should pr ovide for a simple pullout motion for each CPU holder. Desk must have the structural stability to minimize bowing or sagging in work surface during operation/use. Desk must have 4 industrial strength casters for easy maneuverability, two of which must be locking. Design must have a removable rear access door. The door must be lockable and open using a keyed, two-point locking mechanism. This allows for quick and easy access to the rear of the desk to set-up, maintain, or service the computer, monitor, a nd cabling. The two-point lock should be designed with steel lock rods that allow maximum security when closed and provide ease of accessibility when opened, doors must be securable in the locked or unlocked position. All desks must be keyed alike. The d esk will incorporate a 20-gauge steel cord management channel. Channel should run the full-length of the interior of the desk, and be divided to allow separation of power and data cords. There must be two grommet holes for pass-through of cords on each sid e of the unit in order to allow desks to be positioned together to utilize a common power and data source. Additionally, the cord channel must feature multiple grommets on the bottom of the channel to allow vertical pass-through of cords, cables and networ k wiring. Each desk must accommodate a 7-outlet power strip in the wiring channel. The desk leg construction should be at least 16 gauge, 1 inch x 2 inch tub ular steel legs, and positioned near the edge of the work surface to allow maximum leg clearance. The legs must be coated with an extremely durable powder coat finish to help prevent nicks and scratches. The work surface construction should be at least 1 -1/16 inch thick, 45-lb/cu. ft density industrial grade particleboard core. The core must be laminated with a durable .030 high-pressure laminate on the writing surface to prevent marking and scratches. The underside of the desk must be laminated with ba cker to prevent moisture absorption. The edge style should be a durable t-mold to provide maximum user comfort. A service warranty for 5 years on structure, laminate and edge molding and a 3-year warranty on raising mechanism, i.e. gas cylinder and valve mechanism. Replacement of non-electric lifting mechanism must be easily field replaceable with normal hand tools within 30 minutes. The total quantity of 1000 consists of 170 instructor desks, 36 inch wide x 30 inch deep x 28 inch high and 830 student de sks, 66 inch wide x 30 inch deep x 28 inch high with two independently operated monitor lifts.
