- It is anticipated that the Request for Proposals will be available on 22 May 2006. Offerors may download a copy of the RFP by going to http://www.msc.navy.mil, under Contracts, then Active Request For Proposal (RFP/RFQ) Search. Select the appropriate RFP number and Search. Offerors may download a copy of the related Proforma by going to http://www.msc.navy.mil, under Contracts, then Proforma. Charter of a vessel to support at-sea operations conducted by the Naval Surface Warfare Center, Panama City, Florida. At-sea operations include deployment and recovery of test instrumentation and objects, the tow of surface and submerged vehicles, housing and support of test data acquisition equipment and personnel, and on-station monitoring. The vessel will support local and remote operations and must be capable of carrying at least 100 gross tons. Vessel will primarily support operations in Saint Andrew Bay and the Gulf of Mexico but operations may be conducted in the vicinity of the Florida Keys and the Bahamas. Vessel must have at least 1,800 square feet of clear deck space capable of carrying 2 20x8 ft MIL Vans, 14 tons each; one crane with a footprint of 20 ft x 20 ft, 21 tons; 50 targets, 1 ton each; and 2 12 foot inflatable boats. The deck shall be arranged to allow the Government to weld tie-downs and brackets as needed. The vessel shall have accommodations (berthing and mess facilities) for 15 government personnel. A minimum 7-ton crane with 300-pound capacity 20 foot aft of the vessel is required. The minimum acceptable vessel speed is 10 knots. The vessel must be capable of conducting towing operations at 2 knots or faster. The vessel must be capable of towing in SS 4 at 2 knots with a maximum off-track error of 25 yd to facilitate the simulation of minesweeping operations. The vessel must be able to safely operate in SS 4 (up to 27 knots winds and 7 ft waves) and transit in SS 5 (up to 40 knots winds and 13 ft waves). Vessel must be inspected or certified as a research vessel by the Coast Guard, and/or classed by the American Bureau of Shipping. The base charter period is 97 days (estimated) with an option for (1) an additional 182 days and (2) an additional 183 days. Laydays: Commencing/Canceling 26 June 2006
