Description
NOTE: A DRAFT RFP and a Past Performance Questionnaire were posted to FedBizOpps. The expected release date for the actual RFP is 22 May. Proposal Due dates will be approximately 20 June. This synopsis is for an Indefinite Delivery Indefinite Quantity (IDIQ) Labor Hour Contract for Contracting Support for the Joint Contracting Command ? Iraq / Afghanistan, PARC-Reconstruction. PARC-R will utilize Task Orders to order labor hours. This contract will require the contractor to provide approximately 24 contract specialists, an SPS Systems Administrator, and one Property Specialist to work in the International Zone, Baghdad, Iraq. CONTRACT SPECIALIST - Performs the full range of pre-award contracting functions (with the exception of contract award) for procurement of supplies, services, IT, and construction in support of US Government and multi-national agencies conducting operations in the Iraq theater of operation. Performs the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award of contract. Performs contract administration and closeout functions. Contracts range from firm fixed-price contracts, with well-defined and well-precedented requirements, to the more complex fixed-price and cost-reimbursement contracts requiring specialized provisions, frequent price changes, urgent delivery requirements and a limited number of suppliers. Examples of these more complex provisions are economic price adjustments, cost incentives, price re-determinations, time and materials estimates, indefinite delivery dates and quantities, award fees, and other similar provisions. SYSTEM ADMINISTRATOR(SPS) ? Performs systems administration for the file server(s), including administering system-level security procedures and protocols and performing backup and recovery processes. Establishes and maintains user and other authorized files. Installs, upgrades, customize tests, maintains and supports operating system and subsystem software in production equipment. Monitors system performance; troubleshoots system related problems and installs program files. Resolves hardware and software problems identified or arranges for their resolution by outside vendors or maintenance contractors. Advises and trains users on operating system characteristics and parameters; supports and trains users on programs and applications; develops and maintains system and user documentation. PROPERTY SPECIALIST - Attains efficient, economic, and uniform management of all Government property required for the performance of contracts. The function is mainly to administer the terms of the contract provisions that specify the contractor's obligation to acquire, control, use, care for, report and dispose of Government property and to advise contracting activities and other DoD officials of the known level of efficiency of the contractor's management of Government property. Supports total property manage ment program by implementing an aggressive site surveys and audits. Currently there are approximately 50 contracts under the purview of this program with associated Government property valued at approximately $500 million. Property types include plant equipment, special tooling, special test equipment, material, agency peculiar property, sensitive property, and large amounts of consumable material. The Government anticipates posting a solicitation in the near future. Contractors must monitor this website for future solicitation, amendments, modifications, etc. No copies of documentation will be issued to individual contractors. No calls will be accepted. All correspondence and submitted proposals will be in English and US dollars. Electronic Funds Transfer (EFT) will be the method of payment in accordance with the wire transfer statement included in the solicitation. The contractor must be registered in the Central Contractor Registration (CCR), at www.ccr.gov. The NAICS code is 561110. The tentative date for release of the solicitation is 15 May 2006.
