Description
This amendment is to incorporate the addresses for Johns Hopkins Medical Institute, Bayview Medical Center at 5600 Nathan Shock Drive, Baltimore, MD 21224 and Johns Hopkins Medical Institutes Parking System, Bayview at 5200 Eastern Ave., Mason F. Lord Building, Suite 133, Center T, Baltimore, MD 21224. THIS IS A COMBINED SYNOPSIS/SOLICITATION PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. A WRITTEN SOLICITATION WILL NOT BE ISSUED. The National Institutes of Health, NIA has a commercial services requirement for parking spaces at the NIH, National Institutes on Aging Gerontology Research Center, at the Johns Hopkins Medical Institute, Bayview Medical Center (JHBMC), Baltimore, MD. These parking spaces are in support of the NIH, National Institute on Aging authorized employees at the Gerontology Research Center (GRC) facility. These services will be required for one (1) year starting approximately July 1, 2006 with four (4) 12-month option years. NIH plans to award this Purchase order on a sole source basis to Johns Hopkins Medical Institutes Parking System Bayview, who is the only source with leasing rights to the parking lot that serves this facility. The authority is only one responsible source 10 U.S.C. 2304 (C)(1). The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. SCOPE OF WORK: The contractor shall provide: (1) weather shelters, shuttle service, routine preventative maintenance, and emergency repair of lot to ensure that the parking spaces are available for use, and that the parking lot is compliant with Americans with Disabilities Act (ADA). (2) 15 full time employee parking spaces locate don the Boiler lot, on the JHBMC, 284 full time and 36 part time employee parking spaces located on the Northeast lot on the JMBMC, 109 full time and 15 part time parking spaces located on the parking lot adjacent to Triad Building on the JMBMC. (3) 20 part time employee parking spaces located on the Northeast parking lot during the months of June thru August each year to support the summer trainee program and have the required signage. (4) All handicapped spaces shall have the required signage (5) Keep the parking lot and any related sidewalks clear of snow, ice and debris, and shall paint over with black paint, any painted lines which are occasionally relocated. (6) Ensure that every shuttle driver has a valid commercial driver license and excellent driving record and all required training certifications and background screening. (7) Nameplates clearly visible for the drivers of the shuttles so that customers may provide comments. (8) Ensure that all applicable motor shuttle carrier safety inspection regulations shall be adhered to. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals however all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
