- DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number DE-RQ26-06NT00467 is issued as a Request for Quote (RFQ). This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures. The following item is to be purchased by the U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA. Item to be purchased is Thermal Flux Testing of Supplied TBC Coupons. Award will be made to the low priced, technically acceptable (equal) offeror. Equality shall be determined by the offered equipment???s compliance with the following performance requirements. Compliance will be determined by the offeror???s provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature. Statement of Work Scoping Tests of Three (3) Samples: Each sample will be tested over a period of one week giving one day for setup and four (4) days of testing (approximately 120 hours). The sample will be of a tubular design as per the specifications and drawings that will be supplied to NETL (Mary Anne Alvin) by the vendor. The gas environment around the sample will be oxidative in nature. The plasma torch operating on a mixture of argon and hydrogen will provide the thermal energy for reaching the TBC sample surface temperature. Project Schedule: As-coated tubes will be provided by NETL. Once received, the vendor will discuss with NETL (Mary Anne Alvin), a firm schedule for conduct of testing, preferable within one-to-two months of receipt of each coated tube. Deliverables: Information generated during conduct of each test shall be provided to NETL (Mary Anne Alvin). This shall include, but not limited to: ??? Surface temperature, C ( C) as function of time ??? Mid-wall temperature, C ( C) as function of time ??? Time at high power ??? Time at low power ??? Visual comments on the surface characteristics (pyrometer analysis) as a function of operating time ??? Tube rotation, rpm ??? Internal cooling fluid ??? External gas composition ??? Temperature ramp rates Post-test exposed tubes shall be returned to NETL. No destructive analyses of the coated tubes will be undertaken. Precautions are to be taken to preserve the coating integrity, as avoiding chipping or abrasion of the coated surface. END OF STATEMENT OF WORK. EVALUATION: The award will be made to the low priced, technically acceptable offer. An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is base on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance will be determined by the offeror???s provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature.
